answer text <p>The Department for Transport announced in January 2017 that we were undertaking a new innovative trial on the way potholes are identified and managed.</p><p> </p><p>The Department for Transport is working in partnership with Thurrock, York and Wiltshire councils and two private sector SME’s, Soenecs and Gaist, to undertake this trial which allows high-definition cameras to be mounted to refuse collection vehicles and by deploying innovative intelligent software will identify road surface problems before they become potholes.</p><p> </p><p>The trial has now commenced in Thurrock and Wiltshire and is expected to commence shortly in York once we have finalised the programme with the council.</p> more like this

answer text <p>The Department’s annual road condition statistics suggest that the condition of our roads is improving. The Department’s analysis estimated that the Highways Maintenance Block funding to local authorities provided very high value for money, with a Benefit Cost Ratio of just over 7. answer text <p>The latest data available regarding spend on roads, in England outside London, including roads maintenance in each region is from the Treasury’s country-and-regional-analysis-2016 data. The table below which gives details of the total spend and per capita spend per region is based on this data.</p><p> </p><p>However, it should first be recognised that figures showing road maintenance spend per head of population need to be interpreted with care. Spending on road maintenance in any given region will be driven more by factors such as the nature of the highway asset (which includes not just roads but also bridges, lighting, footways and structures) in that region and the number or density of roads and highway assets in that region than necessarily by how many people live there.</p><p> </p><p>Further, in terms of spending on national roads such as motorways, whilst the spending is allocated statistically to the region in which the maintenance is carried out this will benefit not just those people in that region but also those travelling across the country from other regions and using that motorway.</p><p> </p><p>In terms of spending on local roads, whilst the Department for Transport allocates roads maintenance funding to local highway authorities, this funding is not ring-fenced and how much each local highway authority in any given region chooses to spend on highways maintenance will reflect their own local answer text <p>Local highway authorities are able to choose one of two regimes for managing street works on all roads. The New Roads and Street Works Act 1991 (as amended) sets out arrangements for noticing. This only applies to works carried out by utility companies, who simply need to submit a notice to the authority of the works they plan to carry out. The Traffic Management Act 2004 brought in more proactive permitting schemes. Permitting applies to works carried out by both utilities and local authorities. Utilities have to pay a small administration fee with their application. Around 60% of local authorities have now adopted permit schemes and these are seeing reductions in the duration of works as a result.</p><p> </p><p>The Government is working closely with the sector to take forward a programme to improve the management and coordination of works. We would like to see those 40% of local authorities still using noticing adopt permit schemes, especially as these apply to all works on all roads. We have just commissioned an independent evaluation of existing permit schemes to quantify the impact they have had on the duration of works, and to identify the costs and benefits of setting these up. We have begun work on the Street Manager project that is going to look at how we might improve the way that data is collected and shared, and how we can use this data to co-ordinate activities on the highway more effectively. We will also continue to look at ways to simplify a complex legal framework, so that we can reduce overall works duration and minimise the impact on road users and local communities.</p><p> </p><p>We plan to consult in summer 2017 on the future of lane rental schemes which are aimed at helping local authorities manage works on the busiest roads at the busiest times. The consultation will consider the full range of options.</p><p> </p>
