answer text <p>In line with the recommendations of the recently published Market Sounding Report on Southern Rail Link to Heathrow, Government is now working to further develop and clarify the outcomes we want to be delivered from this project and consider appropriate commercial models. This work is being done as quickly as possible, following which we intend to set out further engagement opportunities to all interested parties. This work is being funded from within current Departmental resource budgets.</p><p> </p> more like this

answer text <p>The Government remains committed to significant involvement by the market in designing and constructing a Southern Rail link to Heathrow. The Market Sounding Findings Report published in December 2018 recommended that Government now needs to further clarify the outcomes we want to be delivered from this project and consider appropriate commercial models for the market to take forward the development of potential solutions. answer text <p>The Market Sounding Findings Report, published by the Department in December 2018, indicated significant interest for development and financing of the Southern Rail Link to Heathrow. This interest from the market aligns with my intention for future private sector involvement and we remain keen to advance this project in order to deliver quicker and easier journeys for millions of holidaymakers and business travellers across the south of England. The report concluded that Government now needs to further clarify the outcomes we want to be delivered from this project. We are committed to doing this as quickly as possible following which we intend to set out further opportunities for market involvement.</p> more like this

answer text <p>A new Southern rail link to Heathrow forms part of our long term aspiration to make getting to the airport quicker and easier for millions of air travellers across south of England and is an exciting opportunity to harness new and innovative ideas from the private sector. The project is in the early stages of development and funding for the next stage is being provided by the Department. The Secretary of State has not had any discussions with the Chancellor in relation to funding this next stage of work.</p> more like this

answer text <p><strong>Roads</strong></p><p><strong></strong></p><p>The Department does not publish an estimate of total new road constructed in England for any point in time. However, it does publish estimates of road length in each year as part of the <em>Road Lengths in Great Britain </em>National Statistics release. The latest available information is for 2014 and is available on GOV.UK: <a href="https://www.gov.uk/government/collections/road-network-size-and-condition" target="_blank">https://www.gov.uk/government/collections/road-network-size-and-condition</a>.</p><p>In England, the total length of rural local authority managed classified ‘A’ road and rural minor road increased by 367 miles between 2010 and 2014. The length of motorway managed by local authorities remained constant between 2010 and 2014.</p><p>The length of rural trunk ‘A’ road in England increased by 7 miles between 2010 and 2014. The Department does not publish separate road length figures for urban and rural motorways, although total trunk motorway length increased by 22 miles.</p><p>The Department for Communities and Local Government publishes information on expenditure by local authorities on the construction and improvement of roads in England. This information is not disaggregated to show spend on rural roads and therefore represents expenditure on roads in all areas by authorities. This information is available on GOV.UK: <a href="https://www.gov.uk/government/collections/local-authority-capital-expenditure-receipts-and-financing" target="_blank">https://www.gov.uk/government/collections/local-authority-capital-expenditure-receipts-and-financing</a>.</p><br /><p><strong>Rail</strong></p><p><strong></strong></p><p>There has been very little change to the length of Network Rail routes open for traffic across Great Britain between 2010 and 2015. The focus has been on making more intensive use of the existing network with additional train services and new stations as the Government undertakes the largest rail investment programme since Victorian times.</p><br /><p>The Office of Rail and Road publishes statistics annually on the total length of rail route on its Data Portal (<a href="http://dataportal.orr.gov.uk" target="_blank">http://dataportal.orr.gov.uk</a>). Information is not available for rural routes.</p><br /><p>More detail about Network Rail’s expenditure can be found in its regulatory accounts, which are available on its website: <a href="http://www.networkrail.co.uk" target="_blank">http://www.networkrail.co.uk</a></p>

answer text <p>The Road Investment Strategy provides certainty about road investment ensuring more efficient operation and faster delivery for the English strategic road network. It sets out the vision and investment plan for a five year period from 2015 to 2020, encouraging the supply chain to invest and innovate from the long term certainty that this provides. Highways England is responsible for delivering the strategy and has been set a series of demanding targets by Government, which is regularly assessed, including independent monitoring by the Office of Rail and Road.</p><p>The combination of the measures will save the taxpayer £1.2 billion in the next 5 years and at least £2.6 billion over ten years. It also means clearer accountability and greater transparency, providing better assurance on the investment of public money.</p> more like this
