answer text <p>Following my answer on 17 February, the Government's consultation response on Pay to Stay published on 9 March confirmed that a taper will be applied above the minimum income thresholds. This will mean that rental increases will be lower for those households close to the income thresholds. And I would reiterate that if tenants on incomes well above the threshold wish to take up rental opportunities in the private sector then this should be encouraged to free up social housing for those most in need.</p> more like this

answer text <p>The attached table shows the number of undecided and withdrawn planning appeals, these were previously combined in the table in the answer of 2 March.</p><p>The undecided number for 2015-16 is much higher than other years because it includes the live casework that is in the system at present, awaiting a decision.</p><p>The number of withdrawn planning appeals has ranged between 500 and 630 for all years except 2009-2010, when the number of appeals received was higher.</p> more like this

answer text <p>The Government's view is that the Directive permits a risk-based approach to the identification of whether an individual is a politically exposed person and, when identified, the Directive enables the application of different degrees of enhanced measures to reflect the risks posed.</p><p>The Government will be setting out this view in a consultation which will be published shortly.</p><p>The changes proposed under the Directive should not prevent any individual in this category from gaining or maintaining access to financial services. HM Treasury regularly raises these issues with financial institutions and the regulator, and we encourage financial institutions to take a proportionate, risk-based approach when applying these measures.</p> more like this

answer text <p>The proposed changes to the National Planning Policy Framework reaffirm this Government’s commitment to increasing the supply of housing in sustainable locations. Consultation on our proposed changes closed on 22 February and we are currently analysing the responses.</p><p>We have doubled the housing budget to help deliver our ambition of one million new homes and are committed to spending £8 billion to deliver over 400,000 affordable housing starts by 2021. Negotiations over the financial settlement to deliver affordable housing within London are continuing.</p> more like this

answer text <p>Increasing the number of homes is a top priority for this Government and helping smaller builders to contribute is key. Self builders are exempt from the Community Infrastructure Levy and charging authorities may offer relief from the levy in exceptional circumstances where a specific scheme cannot afford to pay it.</p><p>We brought forward policy to exempt sites of less than 10 units from making affordable housing and tariff style contributions through section 106 planning obligations, which was subsequently quashed by the courts. We have appealed this decision and we are awaiting the judgment from the Court of Appeal.</p><p>The Government is currently undertaking a review of the Community Infrastructure Levy, through an independent panel, to assess the extent to which the levy provides an effective mechanism for funding infrastructure, and to recommend changes that would improve its operation in support of the Government’s wider housing and growth objectives. The review, amongst other issues, will be looking at the relationship between the levy and section 106, including how they work together in practice.</p><p /><p><br></p>

answer text <p>The Government is aware of concerns surrounding the financial threshold above which consultation on service charges must take place under section 20 of the Landlord and Tenant Act 1985 (as amended by the Commonhold and Leasehold Reform Act 2002). This was also referred to as part of the Competition and Markets Authority study into property management services. We have been working with stakeholders in the sector, including the Association of Residential Managing Agents, to consider what can be done to improve how section 20 works, including the financial threshold. The Government is awaiting the final set of recommendations from the Association and will respond to the Competition and Markets Authority study in the Autumn.</p> more like this
