answer	answer is ministerial correction date of answer 23/04/2018 answer text <p>The Government is committed to continuing to support carers to provide care as they would wish, and to do so in a way that supports their own health and wellbeing, employment and other life chances.</p><p> </p><p>The Government is committed to supporting carers, and doing so in a way that supports them to maintain their own health and wellbeing and other life chances. The Care Act 2014 introduced important new rights for carers putting them on the same footing as the people they care for. This includes legal rights to an assessment of, and support for, their needs where eligible.</p><p> </p><p>Carers are vital partners in our health and care system and that is why carers will be a fundamental part of our upcoming Green Paper on care and support for older people. Parental orders provide a mechanism to enable a couple who have entered into a surrogacy arrangement to become that child’s legal parents. There is no obligation to obtain a parental order but a couple who commission a surrogacy arrangement are advised and encouraged to do so in order to achieve a recognisable transfer of parenthood in the UK.
