answer text <p>We are committed to building a society where transgender people feel safe and supported. While individual schools are best placed to decide what pastoral support to put in place, they do this in the framework set by the public sector equality duty.</p><p> </p><p>The provisions of the duty are not intended to be burdensome but set some clear expectations. The Department’s guidance on how the duty applies to schools can be found at: <a href="https://www.gov.uk/government/publications/equality-act-2010-advice-for-schools" target="_blank">https://www.gov.uk/government/publications/equality-act-2010-advice-for-schools</a>.</p><p> </p><p>It sets out that the duty includes having due regard to the need to advance equality of opportunity for pupils with protected characteristics – including those who identify as transgender – and schools have to publish information on how they are complying.</p><p> </p><p>The guidance also sets out that advancing equality of opportunity involves, in particular:</p><p>(a) removing or minimising disadvantages suffered by people which are connected to a particular characteristic they have;</p><p>(b) taking steps to meet the particular needs of people who have a particular characteristic; and</p><p>(c) encouraging people who have a particular characteristic to participate fully in any activities.</p><p> </p><p>To further support LGB&amp;T pupils we recently announced £4.4 million in funding over the next two years to support anti-bullying schemes. This includes £2.8 million for six projects tackling homophobic, transphobic and biphobic (HBT) bullying. Bullying is best tackled as part of a whole-school approach to create inclusive environments where pupils get appropriate support and the HBT-focused projects will support schools with doing that.</p><p> </p>

answer text <p>The Government is dedicated to improving the lives of transgender people and ensuring that barriers to their success are removed from society.</p><p> </p><p>This is reflected in the Government response to the Women and Equality Select Committee inquiry into transgender equality, where we set out a range of initiatives to improve the lives of transgender people. This includes improving the way people are supported by gender identity services through new training of NHS staff. The Government response can be accessed at: <a href="https://www.gov.uk/government/publications/transgender-equality-report-government-response" target="_blank">https://www.gov.uk/government/publications/transgender-equality-report-government-response</a>.</p><p> </p><p>This is not the only work we have delivered. In November 2015, the Government issued ‘Providing services for transgender customers: a guide’, which set out advice for all service providers to ensure that transgender people are welcomed, included and valued as customers, clients, users or members, and that they are treated fairly and appropriately. answer text <p>The Government is committed to ensuring that transgender people are free from discrimination, including in the provision of facilities and services. In Department for Education buildings, transgender people are therefore free to use the toilets that match the gender with which they identify.</p><p> </p><p>There are also twelve accessible toilet facilities in Sanctuary Buildings, London and six in Piccadilly Gate, Manchester, which are gender neutral. In line with the Government Equalities Office publication “Recruiting and Retaining Transgender staff – a guide for employers”, which suggests that departments should consider introducing gender neutral toilets when carrying out refurbishments or introducing new toilets into their buildings, gender-neutral toilet facilities will also be provided at the Department’s future London office at the Old Admiralty Buildings.</p><p> </p> more like this

answer text <p>There have been no changes to the funding of maintained nursery schools and children centres. We are currently consulting on the introduction of an Early Years National Funding Formula to ensure a fairer allocation of early years funding to local authorities. The consultation document sets out our intention to provide supplementary funding for maintained nursery schools for at least two years in order to provide stability to the nursery school sector while they explore how to become more sustainable in the longer term, including exploiting the scope for efficiencies.</p><p> </p><p>Local authorities have a duty under the Childcare Act 2006 to ensure sufficient children’s centres to meet the needs of local families. Local authorities must meet their statutory duties on children’s centres from funding that forms part of the Department for Communities and Local Government Business Rates Retention Scheme. In addition, other Government funding, including that for public health, adult skills training and troubled families may also be used locally to support services delivered wholly, or in part, through children’s centres. Local authorities must consult fully before any significant changes are made to children’s centre services.</p>

answer text <p>Nursery Schools</p><p> </p><p>The Department for Education's register of educational establishments in England and Wales indicates that from the 31 August 2013 to 31 August 2016 eight maintained nursery schools closed, and 10 amalgamated or merged with another school. No closures were recorded in Birmingham, Erdington or the West Midlands.</p><p> </p><p>The Department does not collect information on the reasons for the closure of nursery schools. Local authorities have a duty to secure sufficient childcare in their local area. In consultation with their Schools Forum, they are responsible for deciding how best to distribute early years funding across their locality.</p><p> </p><p>There is a presumption against the closure of any nursery school. The local authority must consult on any proposed closures, clearly demonstrating the rationale for so doing.</p><p> </p><p> </p><p>Day-care facilities</p><p> </p><p>The Department does not collect data on the number of childcare businesses that have closed. The Childcare and Early Years Provider Survey shows that the childcare market continues to expand.</p><p> </p><ul><li>The number of registered places in full day care settings rose by ten per cent between 2011 and 2013.</li></ul><p> </p><ul><li>The long term increase in the number of full day care providers continued in 2013. In total there were 17,900 full day care settings in 2013 (compared to 17,600 in 2011).</li></ul><p> </p><p>Children’s centres</p><p> </p><p>Local authorities have a duty under the Childcare Act 2006 to ensure sufficient children’s centres to meet the needs of local families. The Department does not collect information on the reasons for the closure of children’s centres.</p><p> </p><p>According to data supplied by local authorities, a total of 259 children’s centres closed in the calendar years, 2013, 2014 and 2015. Forty nine of these closures were in the West Midlands. None of these were in Birmingham.</p>

answer text <p>The Government Equalities Office fully supports the work of the Department of Health, which leads Government work to promote breastfeeding.</p><ul><li>The Department of Health encourages exclusive breastfeeding for the first six months of life because of the health benefits to mothers and babies. We recognise that infant feeding choices are complex and based on individual and family circumstances and that not all mothers choose to or are able to breastfeed.</li><li>The Government is committed to supporting breastfeeding through the Healthy Child Programme. Breastfeeding is also included in the Public Health Outcomes Framework so that the improvements can be tracked, and action taken as needed.</li><li>Support and information is currently available to health professionals and parents through NHS Choices, the National Breastfeeding Helpline, UNICEF UK Baby Friendly Initiative and local peer support programmes.</li></ul> more like this
