answer	answer is ministerial correction date of answer 06/09/2021 answer text <p>Throughout the pandemic, DCMS has followed, and continues to follow, the latest government guidance in relation to managing the risk of COVID-19 in the workplace, including any variations between the four nations of the UK.</p><p>In England, the BEIS ‘Working Safely during coronavirus (COVID-19)’ guidance provides sensible precautions employers can take to manage risk and support their staff. The guidance is available via this link: <a href="https://www.gov.uk/guidance/working-safely-during-covid-19/offices-factories-and-labs#offices-7-2" target="_blank">https://www.gov.uk/guidance/working-safely-during-covid-19/offices-factories-and-labs#offices-7-2</a>.</p><p>It is for individual employers to determine which mitigations are appropriate to adopt as they review their workplace risk assessments in light of the updated guidance. Face coverings, which are no longer required by law, are one possible mitigation employers could adopt if the situation/context warranted it. Primary classification indicates that, in this case, opera or brass bands, was a major focus of the activity funded with the assumption most of this amount went to funding this activity. As part of this programme and to encourage staff to cycle to work, the Department provides access to a Cycle to Work scheme which enables employees to trade part of their salary for a loan to buy a bike, cycling safety equipment or both and repay through salary sacrifice arrangements. Increasing the number of areas where top-up payments for personal health budgets (PHBs) are allowed would risk creating a two-tier health service, undermining the core principle of the National Health Service, set out in the NHS Constitution, that treatment is provided free at the point of use, based on clinical need, not ability to pay.</p><p> </p><p>The Government is committed to the roll out of PHBs, and through Universal Personalised Care, NHS England has committed to offering PHBs to up to 200,000 people over the next five years.</p><p> </p><p>From 6 April 2018 to 8 June 2018, the Department and NHS England consulted on five groups which we believe may benefit most from PHBs. On 21 February 2019, we announced our intention to extend the legal rights to a PHB to people eligible for Section 117 aftercare services, and people who access wheelchair services, whose posture and mobility needs impact their wider health and social care needs. PHBs will not be appropriate for everyone, however we will also continue to work with NHS England to further explore both the other groups we consulted on, and additional groups who we believe could also benefit from having a right to have a PHB. The following information has been provided by the suppliers on the call off contract Capita and Brook Street in relation to temporary workers used by the Department.</p><p> </p><p>Currently there are no temporary workers being paid daily £1,000 or more by the Department.</p><p> </p><p>The Department also uses various suppliers from the Crown Commercial Service Non-Medical Non-Clinical framework RM971 for the recruitment and hire of temporary workers.
