answer text <p /> <p>As part of the national roll out of Universal Credit (UC) which I announced on 12 October 2014, officials from my Department are in discussions with Local Authorities (LA) and their representative bodies across Great Britain including the Local Government Association, the Convention of Scottish Local Authorities and the Welsh Local Government Association in taking UC forward.</p><p> </p><p>Senior Representatives jointly consider matters in the Partnership Forum, and in the Universal Support Task Force and most recently the Implementation and Expansion Sub Group.</p><p> </p><p>These discussions include; agreeing go-live dates, managing communications, discussion on level of support LAs can provide to UC claimants and associated costs. All Representations from LAs are being managed at a local level during the course of these discussions.</p><p> </p><p>The Minister for Welfare Reform has engaged with the local government sector including holding regular meetings with Councillor David Sparks, chairman of the Local Government Association (LGA).</p><p> </p><p> </p>

answer text <p>A key part of the personal independence payment claims process is that claimants are able to tell the Department who is best placed to provide supporting evidence. Such evidence can come from a variety of sources, including social services, as well as GPs, community nurses, family members and carers.</p><p> </p><p> </p><p> </p><p>As part of continuous improvement, the Department will continue to work with other areas of the public sector, including local authorities, to improve this information sharing process to ensure the best possible outcomes for claimants. The Government is also considering the recommendation by Paul Gray in his independent review of the PIP assessment to explore the potential for wider sharing of information, and will respond in due course.</p><p> </p> more like this

answer text <p /> <p>The Social Security (Information-sharing in relation to Welfare Services etc.) (Amendment) Regulations 2015 came into force on 13 February 2015 and enable the Department to inform social landlords whenever one of their tenants makes a claim for, or receives an award of, Universal Credit (UC) with housing costs, for the purposes of enabling social landlords to assess which UC claimants may need advice, support or assistance in relation to managing their financial affairs.</p><p> </p><p>The Department will write to social landlords when a tenant makes a claim for UC, or when a UC claimant becomes a tenant of theirs and the Department has confirmed the tenancy details. The letter will identify the tenant and confirm the date that UC has been claimed from. The information sharing with social landlords through these regulations is aimed at maximising relevant support for vulnerable UC claimants, including enabling social landlords to request Alternative Payment Arrangements (APA) for vulnerable claimants if needed. The Department’s proposals for sharing information with social landlords were published for public consultation last year. Apart from the public consultation, we have also been working closely with local authorities and representatives from the housing organisations in developing our plans for delivering this data sharing.</p><p> </p><p>This data sharing is being implemented on a test and learn basis, and initially being introduced from 16 February 2015 in areas where UC has been rolled out nationally for single people.</p>
