answer text <p>The Government has been clear that it does not intend to rely on ECMT permits after we leave the EU. The EU has agreed a regulation on basic road connectivity which guarantees rights for UK hauliers to continue providing services between the UK and the EU should the UK leave without a deal. As it stands, the Regulation would come into effect if the UK left the EU without a deal and would last until 31 December 2019.</p><p>Going forward, we will be working with Member States to agree on bilateral arrangements. Many old bilateral agreements would become reinstated if we leave without a deal and we are confident that other bilaterals will be agreed swiftly, given it is in the interest of both sides for freight to continue to flow.</p><p>The UK’s allocation of ECMT permits for 2020 is a base quota of 174 which is equivalent to 2,088 annual Euro VI ECMT permits.</p> more like this

answer text <p>ECMT permits are unlikely to be needed because an EU measure on basic road connectivity is about to be adopted which would allow for the majority of road haulage journeys currently undertaken by UK hauliers to continue during 2019 without the need for permits.</p><p> </p><p>The applications from the current ECMT window will be combined with the unsuccessful applications from the first window. For these applications, there are an additional 626 annual permits available. If the EU proposal passes and we only need permits for specific types of journey, we may not allocate all 626 and instead use them for the purposes of cross trade or transit to third countries.</p> more like this

answer text <p>The Driver and Vehicle Standards Agency (DVSA) has opened the current window for ECMT permit applications at the request of the haulage industry. This is to allow operators whose vehicles are not Euro VI emissions-compliant to apply for ECMT permits, as they were excluded from the first window. It is not possible to say how many applications the DVSA will receive.</p><p> </p> more like this

answer text <p>The Government has always been clear that European Conference of Ministers of Transport (ECMT) permits to secure continued access to the EU are a small part of the solution. We are confident that hauliers will still be able to operate in the EU without an ECMT permit for the equivalents of most of the journeys they make now.</p><p>We secured additional ECMT permits at the ECMT Road Transport Group meeting of 4<sup>th</sup>/5<sup>th</sup> February, which includes 290 annual Euro 5 permits, 336 annual Euro 6 permits, 840 short term Euro 5 permits and 1152 short term euro 6 permits. This in an increase in ECMT permits of around 65%. We have been liaising with usual haulage stakeholders on the allocation of the additional permits.</p><p> </p> more like this

answer text <p>The Department received applications for a total of 11,392 permits from 1,991 operator licence holders. Following the application of allocation criteria previously set out to the House, 984 ECMT annual permits have been allocated to operators and a further 2,832 short term permits will start to be allocated by March 2019. The Government has secured additional ECMT permits for 2019 and is in discussions with road haulage stakeholders on the process for allocating these. While hauliers are keen to have certainty on ECMT permits, the Government does not expect these to be primary means of securing market access to the EU for UK hauliers, given good progress on the EU Commission’s proposal on reciprocal access, unilateral measures and bilateral agreements.</p> more like this
