answer text <p>I met with the Premier League on 31 January 2019. The Secretary of State met with them on 30 October 2018. The funding of grassroots football was discussed, and on both occasions the Premier League reaffirmed their commitment to invest over £100million in each of the next three years towards improving community football programmes and facilities across the whole of the country in partnership with the Football Association (FA) and Government.</p> more like this

answer text <p>Sport England invests £18million each year into football facilities on behalf of the DCMS through ring-fenced exchequer contributions to the Football Foundation.</p><p> </p><p>This funding, matched in partnership with the FA and the Premier League, sees more money than ever before going towards priorities identified in the National Football Facilities Strategy. The Strategy sets new challenging targets to significantly improve the nation’s facilities stock over the next 10 years with an increase in 3G pitches is a key strategic priority. This will be delivered through initiatives like the “Parklike Hubs” programme that predominantly aims to deliver multi pitch 3G hubs for community use at strategic locations across the country.</p><p>Local authorities are important stakeholders in the implementation of the National Football Facilities Strategy as so much of the stock of facilities are in public ownership. Sport England is working closely with the FA to develop Local Football Facility Plans for every Local Authority in England. The plans will be in place by 2020 and will identify local priorities where investment in grassroots facilities is needed the most.</p>

answer text <p>We want all schools to maximise the use of their facilities – for the mutual benefit of schools and their communities. This is an ambition set out in the Government's Sporting Future strategy and the Department for Education’s Governance Handbook for schools.</p><p> </p><p>Sport England’s 'Use Our School' resource has been designed to support schools to open up their facilities for community use and to help those that are already open to stay open.</p><p> </p><p>The new cross-departmental School Sport and Physical Activity Action Plan, which will be published in the spring, will also consider how school facilities can best be used to encourage all children to play more sports, including football, and to be more active.</p> more like this

answer text <p>The Horserace Betting Levy Board (HBLB) is an arms-length body of DCMS which is responsible for collecting a statutory Levy from betting operators which it distributes in line with its statutory duties to support British horse racing. In April 2017, the Government implemented significant reforms to the Levy, resulting in a £45m increase in statutory Levy income in 2017/18.</p><p> </p><p>The HBLB provides over £200,000 annually for the Equine Influenza Programme, and a further £150,000 towards the Equine Infectious Disease Surveillance Programme, provides British racing with expert information and provisions to minimise the impact of equine diseases and respond quickly to outbreaks.</p><p> </p><p>HBLB has committed to pay a contribution to owners or trainers for the costs incurred where the British Horseracing Authority (BHA) recently required test samples to be taken for equine influenza, including the cost of the swabs and the veterinary fees involved. In addition, HBLB has committed £321,500 to support the rescheduling of replacement races and fixtures following the recent suspension, and will continue discussions with the BHA regarding funding for further races and fixtures as required. The BHA have now scheduled a number of additional fixtures from February 20th onwards.</p><p> </p>

answer text <p>The Civil Society Strategy is long term, setting out our vision for government’s work with and for civil society over the next 10 years and beyond. As we said in the Strategy, we recognise the strong demand from the social enterprise sector for a simpler relationship with Government and the proposal to establish a forum for social enterprises remains an important recommendation. Our resources are currently focused on other priorities from the Civil Society Strategy and on preparing for EU exit. In the meantime we continue to engage closely with representatives from the social enterprise sector on matters of mutual interest, including specific recommendations from the Civil Society Strategy. To inform the scope and remit of the forum for social enterprises, we will convene a meeting chaired by the Voluntary, Community and Social Enterprise Crown Representative in due course. The legal framework for co-operatives and community benefit societies is one of the issues we expect the group will wish to place on its agenda.</p>

answer text <p>The Charity Commission is the independent regulator and registrar for charities in England and Wales. Its duty is to look at the extent trustees are meeting their legal duties and whether charities are complying with charity law</p><p> </p><p>It is not in the regulatory remit of the Commission to examine other issues such as the merits of a project or how it is funded</p><p><br> In 2016-17 the Commission undertook extensive scrutiny of the governance and oversight of the Garden Bridge Trust by its trustees. That case concluded that the trustees were meeting their duties and were acting in compliance with charity law.</p><p> </p><p>The outcomes of that case were published on the Commission’s website in early 2017:<br> <br> <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/595064/garden_bridge_trust.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/595064/garden_bridge_trust.pdf</a></p><p> </p><p>The Commission has continued its regulatory oversight since publishing the report. It has seen no evidence to date that the eventual failure of the project was as a result of failings or omissions on the part of the trustees of the Garden Bridge Trust, but is reviewing the final financial statements now available as part of its ongoing regulatory assessment</p><p><br> The Commission has continued to hold the Trust to account as necessary, such as when it was late in filing its accounts.</p><p> </p><p>The Commission has confirmed that it expects the Trust to publishing a full statement of total project costs. Once the Commission has received those documents and, following analysis, it is comfortable that there are no further regulatory concerns, the charity will move to wind up. <strong> </strong></p>
