answer text <p>The Youth Custody Service’s first priority is the safety and well-being of the young people in its care. In the current challenging circumstances, that requirement continues to be paramount. Staff retention and recruitment is a challenge in all parts of HMPPS, not only within the youth secure estate. We are actively working to reduce high turnover of staff in the Young Offender Institutions. In addition to changes to national pay progression arrangements, we are focusing on action to improve retention. Exit interviews are made available to every leaver, to help us understand and address the reasons why staff may decide to leave.</p><p> </p><p>Since December 2022, there has been a reduction in resignations by frontline staff across the Young Offender Institution sector. Whilst staffing is challenging in the Secure Training Centre too, this has not affected the levels of regime for education or enrichment available to children.</p> more like this

Where prior to unification (July 2021), locations have been mapped to current region. Where mapping has not been possible, due to ambiguous locations, these have been grouped as ‘Unknown Region’.</p><p>A significant dip in performance can be seen in the years 2019/20 and 2020/21, which is attributed to the pandemic. Community Payback was severely affected by projects, and organisations that provided them, being closed, along with the social distancing rules making it difficult for delivery to continue as normal.</p>

answer text <p>Every drug-related death is a tragedy. Between 1 April 2021 and 31 March 2022, 65 offenders supervised by the Probation Service in England and Wales under post-release supervision, died within two weeks of release from prison. Of these, 27 died as a result of a self-inflicted drug overdose (including intentional and unintentional drug overdoses), equivalent to 41.5%. This figure excludes deaths where drugs were a contributing factor, but not the cause of death.</p><p>The apparent cause of death is as reported in the probation case management system, and has not been independently verified. The total number of deaths includes those with an unclassified cause of death, referring to those where the cause was unknown at the time of reporting.</p><p>As part of our up to £120m investment to tackle drug misuse, we are focusing on improving continuity of care from prison by providing prisoners with the opportunity to engage with community treatment pre-release via video calling, and recruiting Health and Justice Coordinators in every probation region to improve links between prison and local treatment services. Naloxone, a life-saving medication for those who have suffered an opiate overdose, is available in Probation Contact Centres (including Approved Premises) with staff trained to use it in an emergency.</p>

answer text <p>We work closely with the Department for Health and Social Care, NHS England and the Welsh Government to support access to, and continuity of, care in custody and into the community, in line with the goals of the Adult National Partnership Agreement published on 23 February 2023.</p><p>As part of our up to £120m investment in getting more offenders into treatment, we are focused on ensuring dedicated staff are in place to ensure continuity of treatment as soon as someone is released. We are recruiting Health and Justice Coordinators in every probation region to improve links between prison and local treatment services, and Drug Strategy Leads in key prisons to ensure a focus on treatment. We are also rolling out more video calling technology, providing prisoners with the opportunity to engage with community treatment pre-release.</p> more like this

answer text <p>Prisoner releases data for the fourth quarter of 2022 are not yet available. Data covering this period are scheduled for release on Thursday 27 April 2022, as part of the next Offender Management Statistics Quarterly publication.</p><p>The Government is supporting the Member for Barrow and Furness, Simon Fell MP’s, Offenders (Day of Release from Detention) Bill. The Bill has been introduced to the House of Lords and is awaiting its second reading, Sponsored by Lord Bird. My department is preparing a policy framework to provide guidance on decisions for eligible offenders, in consultation with stakeholders. Should the Bill pass all stages of its parliamentary passage, the policy will be published after Royal Assent.</p> more like this
