answer text <p>The Government’s ambitious, modern Industrial Strategy sets out a long term plan to boost the productivity and earning power of people throughout the UK.</p><p> </p><p>The Government is committed to supporting the regeneration of our towns across the country. The Government is currently working with a range of local partners to explore new approaches, including on a pilot Town Deal with Grimsby. This approach is based on a very strong private-public sector partnership.</p><p> </p><p>The Industrial Strategy also recognises the importance of infrastructure investment, particularly in transport, to improve productivity. The Transforming Cities Fund will provide £1.7bn to support investment programmes targeted at improving connectivity between cities and their neighbouring towns.</p> more like this

answer text <p>The Energy Company Obligation is funded by energy suppliers through regulation, rather than from the public purse. For the installation of cavity wall insulation to be eligible for the scheme, it is required to come with a 25-year guarantee. This would cover cases where sub-standard or faulty insulation may be installed.</p><p>The Government has received a number of representations, and is aware through discussions with industry, of some examples of poor practice and quality in the installation of energy efficiency measures. To help improve quality and consumer confidence, the Government commissioned the independent Each Home Counts review, led by Dr. Peter Bonfield, which published its report in December 2016. Implementation of Each Home Counts is being led by industry with the support of Government, in line with the recommendations of the review.</p><p>One of the main recommendations from the Review was to establish a quality mark for retrofit energy efficiency and renewable energy measures including cavity wall insulation, to help offer a clear and consistent standard for consumers. Those businesses who wish to use the quality mark will need to adhere to a consumer charter and code of conduct, which will ensure all consumers have access to a clear redress process and guarantee protection.</p><p> </p>

answer text <p>The Clean Growth Strategy, published recently, sets out Government’s aspiration that as many homes as possible will be upgraded to an Energy Performance Certificate (EPC) band C by 2035, where practical, cost-effective and affordable. In the Clean Growth Strategy, published in October this year, we set out a number of policies and proposals that will help us make progress against this aspiration, including:</p><p> </p><p>1. Investing around £3.6 billion to upgrade around a million homes through the Energy Company Obligation (ECO). In addition, we will extend support for home energy efficiency beyond the current commitment to fund ECO to 2022 and out to 2028 with funding at least at current ECO levels.</p><p> </p><p>2. Developing a long term trajectory to improve the energy performance standards of privately rented homes, with the aim of upgrading as many as possible to EPC Band C by 2030 where practical, cost-effective and affordable</p><p> </p><p>3. Consulting on equivalent standards for social housing over this period</p><p> </p><p>4. Following the outcome of the independent review of Building Regulations and fire safety, and subject to its conclusions, we will consult on strengthening energy performance standards for new and existing homes under Building Regulations, including futureproofing new homes for low carbon heating systems,</p><p> </p><p>5. Seeking evidence on building a market for energy efficiency, including additional measures to improve energy performance of owner occupied homes through a Call for Evidence published alongside the Clean Growth Strategy. This Call for Evidence is currently open and closes on 9 January 2018.</p>

answer text <p>The <em>Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015</em> require that, subject to certain exemptions, domestic and non-domestic private rented sector landlords improve any Energy Performance Certificate (EPC) F or G rated properties they rent to a minimum of EPC band E from April 2018. To reach this standard, landlords of poorly rated properties will be required to install energy efficiency measures relevant to those properties, which could include insulation.</p><p>The Energy Company Obligation (ECO) supports the installation of energy efficiency measures in both private rented housing and social rented housing. From January 2013 to June 2017, energy efficiency measures were installed in 242,348 private rented homes and 223,046 social rented homes under ECO.</p><p>The Government will also look at a long term trajectory for energy performance standards across the private rented sector, with the aim of as many private rented homes as possible being upgraded to EPC Band C by 2030, where practical, cost-effective and affordable. We will consider options with a view to consulting in 2018. In addition, the Government will also look at how social housing can meet similar standards on the same timetable. When looking at this we will need to take account of the findings of the independent public inquiry into the fire at Grenfell Tower and the Government’s separate work looking at wider social housing policy issues.</p><p> </p>

Most of the cavity wall insulation installed under Government sponsored schemes has been funded under supplier obligations (such as the current Energy Company Obligation) and not funded directly by Government.</p><p> </p><p>Over the last ten years around 3.5m cavity wall insulation measures have been installed under Government sponsored schemes.</p><p> </p> more like this
