The Government is introducing regulation, as recommended by the Competition and Markets Authority, to protect Heat Networks consumers. From 2025, Ofgem will be appointed as the heat network regulator. The responses revealed the complexity of energy supply and contract arrangements, including there is no one-size-fits-all solution. Due to the physical set-up of multiple-dwelling developments, most consumers will remain on non-domestic contracts and will not have individual meters. The Department and Ofgem are addressing some concerns, including raising awareness of the Maximum Resale Price Protection to increase compliance. answer	answer is ministerial correction date of answer 21/05/2024 answer text <p>The Government does not hold the data on the number of buildings where insulation has been installed through a government funded scheme and subsequently required remediation work.</p><p> </p><p>Since 2019, all installations under government energy efficiency schemes have been required to be carried out by TrustMark registered and PAS 2030 or MCS certified businesses to improve the quality of installations and protect consumers. The Competition and Markets Authority 2023 market study ‘Supply of road fuel in the United Kingdom’ did not identify issues with competition in the distribution of fuels.</p><p> </p><p>For heating oils, there are commercial price comparison sites allowing households to find the best value for money. answer	answer is ministerial correction date of answer 30/04/2024 answer text <p>Energy prices have fallen significantly since last winter, and the Q2 2024 price cap has fallen by nearly 60% since Q1 2023 when the price cap peaked.</p><p> </p><p>The Government’s cost-of-living support package between 2022 to 2025 is worth £108 billion, or £3,800 per household on average, one of the largest support packages in Europe.</p><p> </p><p>In addition, the Government continues to provide support through the Warm Home Discount, which provides eligible low-income households with an annual £150 rebate off their energy bill every winter.</p><p> </p><p>Carer’s Allowance is also available to provide a measure of financial support to those not able to work full time due to their caring responsibilities. The rate of Carer’s Allowance is £81.90 a week. answer	answer is ministerial correction date of answer 29/04/2024 answer text <p>Suppliers have so far carried out 150,000 assessments to make sure those impacted get the compensation they deserve. Of these cases, around 2,500 customers were identified as needing compensation - and around 60% of those have received it, with payments planned for another 1,000 customers. We expect suppliers to work day and night to issue these remaining payments - there is no excuse for delay. While this is a matter for Ofgem, I have spoken to Ofgem about their responsibilities and the need for suppliers to speed up payments.
