This includes offering evening and weekend appointments, as well as better use of technology, such as telehealth, to look after patients. The only exception to this is medical and dental students where the responsibility for funding these courses is shared between the Department for Business Innovation and Skills and the Department of Health. These students receive the standard student support package in the early years of study and the NHS bursary in the later years. Methods are continually being updated to improve data quality where changes impact on figures already published. This is assessed but unless it is significant at national level figures are not changed. Impact at detailed or local level is footnoted in relevant analyses.</p><p> </p><p>Monthly data:</p><p>As from 21 July 2010 the Health and Social Care Information Centre has published provisional monthly NHS workforce data. As expected with provisional statistics, some figures may be revised from month to month as issues are uncovered and resolved. The monthly workforce data is not directly comparable with the annual workforce census; it only includes those staff on the Electronic Staff Record (ESR) (i.e. it does not include Primary care staff or Bank staff). There are also new methods of presenting data (headcount methodology is different and there is now a role count). This also includes template letters to enable providers to notify GPs if one of their patients is deemed chargeable.</p><p> </p><p> </p><p> </p><p>The NHS cost recovery programme is also focusing on engagement with GPs and primary care providers to help them understand the charging rules. We will also encourage better dialogue between primary and secondary care providers to ensure a process of early identification and appropriate charging.</p><p> </p><p> </p><p> </p><p>The Cost Recovery Team’s Implementation Plan (published July 2014) identified several strategies for cost recovery from European Economic Area (EEA) member states and non-EEA chargeable patients, which include:</p><p> </p><p>- The EEA incentive – launched on 1 October 2014</p><p> </p><p>- The non-EEA incentive and sanction – expected to go live in April 2015</p><p> </p><p>- The non-EEA health surcharge - expected to go live in April 2015.</p><p> </p><p> </p><p> </p><p>As outlined in the Government’s response to the public consultation (published December 2013), in the interest of public health, the Department has no intention of making GP and nurse consultations in primary care chargeable for patients who would not otherwise be eligible for free NHS treatment.
