answer text <p>To date, the Romanian Presidency has held one official level discussion on the European Commission’s legislative proposal on VAT Rates. As drafted, this proposal would give the UK the flexibility to apply a zero rate of VAT to women’s sanitary products.</p><p> </p><p>During this discussion, the UK delegation made clear that the Government strongly supports the flexibility that the draft legislation would offer. Member States and the Commission are well aware of the Government’s firm commitment to zero rate women’s sanitary products as soon as it is legal to do so.</p> more like this

answer text <p>Most owners wishing to downsize are likely to have equity in their current property, and are already exempt from Capital Gains Tax on any gain made on their main residence. For most of those looking to downsize, the SDLT due on the move-in property will be small, and in most cases, it will be lower than estate agent’s fees.</p><p> </p><p>The Government therefore has no current plans for a further relief for those looking to downsize. The Government’s priority is to support first time buyers, which is why the Autumn Budget 2017 announced the introduction of First-Time Buyers’ Relief. Since its introduction, 288,300 households have benefitted from First-Time Buyers’ Relief, saving around £2,360 on average.</p> more like this

answer text <p>The Government is committed to improving the supply of affordable homes. Since 2010, we have increased housing supply by over 1.3 million homes, including 407,000 affordable homes.</p><p> </p><p>We do not currently have plans to grant full Capital Gains Tax relief for land sales to a Community Land Trust. The Government considers that the extent to which a Capital Gains Tax relief for land sales to a Community Land Trust would incentivise such behaviour is uncertain. Tax reliefs have an Exchequer cost, and in contemplating such a relief the Government must consider the potential deadweight cost of any benefit going to people who would have sold the land to a Community Land Trust anyway.</p> more like this

answer text <p>Times for customs checks at Dover will vary depending on the nature of the goods exported. Currently, customs checks are carried out on non-EU goods only which makes up a small proportion of Dover exports. Customs clearance is highly automated and, overall, around 96% of declarations are cleared within 20 seconds.</p><p> </p><p>Border Force is responsible for customs matters at the border, which includes carrying out customs checks on exported goods and goods in transit. For Dover, the majority of customs checks are performed at inland sites away from the port, such as at Stop 24.</p><p> </p><p>The Government has agreed an extension with the EU to the date of EU Exit to the end of October 2019 at the latest. However, the Government’s priority remains to leave, with a deal, as soon as possible.</p><p> </p><p>As a responsible Government we have been working to minimise any disruption in the event of no deal for over 2 years. Due to the extension that has now been agreed, all departments will review their current plans and make appropriate decisions about the timing and pace at which some of this work is progressing. We will continue to prepare for all Brexit scenarios.</p>
