To summarise, the instrument only contains simple and technical changes to pieces of domestic fisheries legislation to ensure they operate correctly after EU withdrawal.</p><p> </p><p>This means that it:</p><p> </p><p>(a) Does not make changes to policy;</p><p> </p><p>(b) Will not lead to a change in operational delivery;</p><p> </p><p>(c) Will not impose any additional costs (as there are no changes to what businesses, individuals or the public sector will have to do under the regulations);</p><p> </p><p>(d) Makes minor technical corrections to the Sea Fish (Conservation) Act 1967, the Fisheries Act 1981 and the Marine and Coastal Access Act 2009, in order to give effect to EU measures forming part of the CFP; and</p><p> </p><p>(e) Will not result in any additional environmental impacts.</p><p> </p><p>This statutory instrument will be required on EU withdrawal, but if there is an implementation period we expect to defer, revoke or amend the SI in time for the end of that period.</p><p> </p> answering member constituency Camborne and Redruth answering member printed George Eustice question first answered 31/01/2019 11:42:47 answering member 3934 label Biography information for George Eustice

Both the 25 Year Environment Plan and the National Action Plan emphasise the importance of Integrated Pest Management. Those selected for the first phase of testing will help us to test critical elements and building blocks of the new system.</p><p> </p><p>The 50 proposals we are taking forward are based around four broad themes:</p><p> </p><ul><li><p>Testing how the land management plan will work with different groups, sectors and geographies. We will explore what information, tools and support land managers will need to develop the plan and who would be involved.</p></li><li><p>Area based approaches looking at the way in which local priorities can be determined at different spatial scales.</p></li><li><p>How we value and pay for natural capital so the new schemes reward farmers and land managers for the true value of delivering the environmental benefits.</p></li><li><p>The role of new or innovative delivery mechanisms such as payment by results and reverse auctions.</p></li></ul><p> </p><p>Thirty-five of the proposals we are taking forward in phase one have a specific regional focus or bounded geographic interest:</p><p> </p><ul><li>The North</li><li>The Midlands</li><li>Anglia</li><li>The South and South East</li><li>The South West</li></ul><p> </p><p>The number of farmers and land managers to be involved in each Test and Trial are extremely variable and not known at this stage. answer	answer is ministerial correction date of answer 31/01/2019 answer text <p>The decision to restrict authorisations arose from a routine review of safety data carried out by the Health and Safety Executive (HSE) and the UK Expert Committee on Pesticides under pesticides legislation. The review considered the available scientific information, including new studies commissioned by authorisation holders, and concluded that the risks to birds and mammals were unacceptable.</p><p> </p><p>The decision was communicated to the authorisation holders by HSE as the UK regulator. Defra issued a press release outlining the reasons for the decision and also alerted water companies that have an interest in limiting metaldehyde emissions to water. Defra and HSE have had representations from stakeholders on the decision itself, some of which were supportive while others raised concerns. We have also had representations about the phase out period. Use is likely to increase further as metaldehyde will no longer be permitted for outdoor use after 30 June 2020.</p><p> </p><p>Ferric phosphate is authorised for use as a pesticide and the risk assessment carried out demonstrates that it will not harm people or carry unacceptable risks to the environment. In particular, it does not carry the risks to birds and mammals that have led to the decision to remove the authorisation of metaldehyde.
