answer text <p>Effective animal disease control is one of Defra’s key priorities. Defra’s approach is set out in the <a href="https://www.gov.uk/government/publications/notifiable-avian-disease-control-strategy." target="_blank">Notifiable Avian Disease Control Strategy for Great Britain</a>. Following the confirmation of avian influenza in poultry at a premises near Bexhill-on-Sea, Rother, East Sussex and in other captive birds at a premises near Guestling Green, Rother, East Sussex, disease control zones were put in place surrounding the premises. To limit the risk of further spread of the disease, all birds on the infected premises have been humanely culled and preliminary cleansing and disinfection at premises undertaken by the Animal and Plant Health Agency (APHA). Restrictions on the movement of birds and things associated with their keeping apply to other premises within the disease control zones where either poultry or other captive birds are kept. The disease control zones will remain in force until all disease control and surveillance activities are successfully completed within the zones.</p><p> </p><p>In addition, an <a href="https://www.gov.uk/guidance/avian-influenza-bird-flu#AIPZ" target="_blank">Avian Influenza Prevention Zone (AIPZ)</a> remains in force across Great Britain. This means it is a legal requirement for all bird keepers (whether they have pet birds, commercial flocks or just a few birds in a backyard flock) to follow strict biosecurity measures in order to limit the spread of and eradicate the disease.</p><p> </p><p>Great Britain faces a seasonal risk of avian influenza incursion associated with migratory wild birds which can then spread to other local sedentary wild bird species and/or other kept birds. The APHA carries out year-round avian influenza surveillance of dead wild birds submitted via public reports and warden patrols across Great Britain on behalf of Defra, the Welsh Government and the Scottish Government. A number of herring gulls and greylag geese submitted to the surveillance programme from the Brighton and Hove and East Sussex areas have tested positive for highly pathogenic avian influenza (HPAI) H5N1 during the 2021/2022 avian influenza outbreak.</p><p> </p><p>Defra together with APHA and Natural England are working closely with the Joint Nature Conservation Committee and other NGOs including the Royal Society for the Protection of Birds and the British Trust for Ornithology to monitor the effect of avian influenza on wild bird species of conservation concern.</p><p> </p>

answer text <p>Advice to the public on avian influenza in wild birds is published on GOV.UK at <a href="https://www.gov.uk/guidance/avian-influenza-bird-flu#public" target="_blank">https://www.gov.uk/guidance/avian-influenza-bird-flu#public</a>.</p><p> </p><p>The Animal and Plant Health Agency carries out year-round avian influenza surveillance of dead wild birds submitted via public reports and warden patrols across Great Britain on behalf of Defra, the Welsh Government and the Scottish Government. The public are encouraged to report findings of three or more dead wild waterfowl (swans, geese or ducks) or gulls or birds of prey, or five or more dead birds of any species, to the Defra helpline (03459 335577).</p><p> </p><p>Our advice to the public is not to touch or pick up any dead or visibly sick birds that they find. Sick or injured birds should be reported in England and Wales to the RSPCA (0300 1234 999) and in Scotland to the SSPCA (0300 999 999) where an in-situ assessment and further course of action will be taken, including euthanasia and disposal if appropriate.</p>

answer text <p>We are taking all the necessary steps to secure our animal health science capability. Defra recognised that a complete redevelopment was needed to keep the site fit for purpose and since then has carried out a major programme of critical maintenance and set up the Science Capability in Animal Health (SCAH) programme - a major investment to secure the long-term future of the Weybridge facility. We have secured funding of £1.4 billion of which £200 million has been allocated for this SR Period to safeguard and enhance the laboratories at Weybridge and secure our vital scientific capability. This substantial investment recognises the Government’s commitment to the strongest possible standards of biosecurity.</p><p> </p><p>We have demonstrated our effective response to significant animal disease outbreaks. For example, Avian Influenza over the last two winter seasons have been the largest on record.</p><p> </p><p>The Animal and Plant Health Agency provides high-quality surveillance, preparedness, detection and response to biosecurity threats from animal diseases - both those that might affect our ability to trade and those which pose a threat to human health. The work which has commenced to safeguard and enhance the Weybridge site will enable its excellent scientists to continue at the forefront of science which protects the country, boosting our resilience against animal diseases.</p>

answer text <p>The Veterinary Record has published a correction to the data error in the letter from the UK Chief Veterinary Officer and Defra’s Chief Scientific Adviser published on 19 March 2022. This does not alter the conclusions in the original letter. We have also corrected the corresponding Government Vets blog post. answer text <p>Approximately £266,879 was spent by the Genetic Modification Inspectorate (GMI) in the 2021/22 financial year on inspection and enforcement related to the deliberate release of Genetically Modified Organisms (GMOs) and activity supporting management of adventitious GM presence.</p><p>The GMI has a key role in supporting enforcement around the regulation of genetic technologies. We will keep this activity under review in respect of any changes in demand resulting from increased plantings of experimental GMO crops as a consequence of the Genetically Modified Organisms (Deliberate Release) (Amendment) (England) Regulations 2022.</p> more like this

answer text <p>As set out in the Government's Action Plan for Animal Welfare, we are committed to promoting high animal welfare standards both at home and abroad. This includes delivering a range of measures to promote the welfare of animals beyond UK borders, setting a global example for high welfare and conservation standards.</p><p> </p><p>We are moving forward with our plans to deliver one of the toughest bans in the world on the import of hunting trophies from thousands of endangered and threatened species. The Government is firmly committed to the ban, and this will be brought forward as soon as Parliamentary time allows. We are also looking at further measures to protect animals abroad, including banning the import and export of detached fins, and taking action against low welfare animal experiences. Regarding both fur and foie gras, we are continuing to review the evidence and consider next steps.</p> more like this

answer text <p>We have no plans to consult on the guidance prepared by the ACRE on qualifying higher plants (QHP) in the Genetically Modified Organisms (Deliberate Release) (Amendment) (England) Regulations 2022 before its implementation. Plant developers will be responsible for ensuring that the correct process is followed and will be required to confirm on the notification to Defra that they have consulted the guidance in reaching a decision about the QHP status of their plant.</p><p>We have more than thirty years of experience of GMO field trials and there is no evidence that any of these have affected commercial crops or the wider environment.</p> more like this
