answer text <p>The R&amp;R Client Board last month published the strategic case for the R&amp;R Programme. This set out that three options for how to deliver the R&amp;R works to the Palace will be developed in detail over the next year. This detailed work, which will include robust cost, timescale and risk estimates for all three options, is expected to be presented to the Houses in 2025 to enable an evidence-based decision on how best to restore the Palace.</p> more like this

The R&amp;R Delivery Authority currently employs 56% female and 44% male employees. The proportion of females in leadership positions is 40%.</p><p>Although the main construction works are still set to be some years away, the R&amp;R Delivery Authority is establishing or exploring relationships with skills and training providers across the whole of the UK that support initiatives to promote women in the construction industry. The Programme also actively supports a number of awareness initiatives that encourage women into construction and engineering.</p> more like this

answer text <p>The estimated outturn cost for the Flat Roofs Work upgrades project is £45 million. The project consists of 68 individual roof upgrades.</p><p><br>Flat Roofs Work Package 1 consists of 23 individual roof upgrades within the House of Commons area, and Flat Roofs Work Package 2 consists of 45 individual roof upgrades within both House of Commons and House of Lords areas.</p><p><br>Works in scope include:</p><ul><li>Preventing water ingress through the flat roof areas and hence preventing further degradation of the building fabric and internal finishes.</li><li>Rationalising existing fire escapes and walkways and provide safe access to the roofs for maintenance purposes e.g. guttering, roof cleaning, essential Mechanical and Engineering (M&amp;E) plant etc.</li><li>Intrusive surveys (internal / external) of all flat roofs in scope, including M&amp;E installations.</li></ul> more like this

answer text <p>The Delivery Authority and Parliament's R&amp;R Client Team have been working to the mandate set out in the resolutions of both Houses in July 2022 and the Parliamentary Buildings (Restoration and Renewal) Act 2019.</p><p>In line with the mandate set by the Houses, the Delivery Authority is currently developing a wide range of options for the restoration and renewal work. These options will be considered by the R&amp;R Programme Board and the R&amp;R Client Board in the coming months.</p><p>Both Houses will be asked to approve a way forward later this year and will receive high-level cost and schedule information to inform this decision.</p> more like this

answer text <p>Restoring Parliament is already boosting UK industries, and the Restoration and Renewal Programme is committed to ensuring that the opportunities and benefits are spread as widely as possible across the whole of the UK.</p><p>The Programme will use UK materials wherever possible and create jobs and apprenticeships across the country, from engineering and high-tech design to traditional crafts such as carpentry and stonemasonry.</p><p>99% of the Delivery Authority’s supply chain expenditure to date has been with UK-based companies. The Delivery Authority’s procurements are advertised using the Government’s Find a Tender service.</p><p>A series of events is underway across all of the devolved nations and regions of the UK to raise awareness of the R&amp;R Programme, promote the local benefits and opportunities that will be available through the works and listen to potential suppliers—including small and medium sized enterprises (SMEs)—on how to make the investment from this Programme as accessible as possible while maintaining value for money for the taxpayer.</p><p>Since 2021 the R&amp;R Delivery Authority has been delivering roundtable discussions with local business and political leaders across the English regions in partnership with the British Chambers of Commerce. Through these roundtables the Delivery Authority has to date met with over 100 local suppliers, SMEs and training providers in six regions of England, including the North East, the North West, the East Midlands, Yorkshire and the Humber, the West Midlands, and the East of England.</p><p>The Delivery Authority has also held introductory meetings with local political representatives and business leaders in the devolved nations to arrange roundtable discussions in Northern Ireland, Scotland and Wales. For Scotland, these will be delivered in collaboration with the Scottish Chambers, for Wales Chambers Wales, and Northern Ireland is being confirmed.</p><p>By the end of 2023 the Delivery Authority will have held roundtable discussions and visited sites of interest to the restoration and renewal across the whole of the UK—including Northern Ireland, Scotland, Wales and every region in England—to build understanding of how the Programme can support economic benefits in local communities around the whole of the UK.</p><p>Both Houses of Parliament will be asked to approve a way forward for the Programme later this year. Once this decision has been made, the Delivery Authority will be able to further focus its efforts to maximise the number of UK-based companies involved with the Programme.</p>

The total estimated cost of these surveys is £1 million although this covers a number of activities.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Due to how the activity schedules in these contracts are priced it is not possible to disaggregate the costs of the drone flights from the rest of the works being undertaken. answer text <p>There is planned activity for over 23 projects in the Palace of Westminster during the Summer recess, and there will also be planned maintenance and reactive maintenance work. Many activities will continue in the Conference recess.</p><p>Teams will carry out surveys prior to and during the Summer and Conference recesses; surveys are required before any work can commence.</p><p>Surveys will range from visual checking of spaces (for example, identifying cable routes, or taking audits of equipment/assets) to more intrusive work, such as digging as part of ground investigations, or putting up scaffold to conduct a stonework survey.</p><p>Survey work for the recesses is still being finalised, and individual projects might identify the need for more surveys after work commences. For this reason, it would be difficult to put a figure on the number of surveys in the Palace over the Summer and Conference recesses, but it is likely to be over a hundred.</p> more like this

answer text <p>Under the Parliamentary Buildings (Restoration and Renewal) Act 2019, it is for the Parliamentary Works Sponsor Body to task the Delivery Authority.</p><p>Following the meetings of the two Houses’ Commissions in February, the Sponsor Body provided the Delivery Authority with new instructions in the form of a Task Brief which embodies the relevant decisions of the Commissions. The Task Brief addressed: stopping or completing activities that were no longer relevant; continuing activities that would be relevant for any future programme of works; and continuing necessary corporate functions.</p><p>The Delivery Authority continues to undertake or has commenced other work including essential surveys and gathering of information about the condition of the Palace.</p><p>Work is continuing, at the direction of the Commissions, on preparing for changes to the Restoration and Renewal Programme. As noted in the Commissions’ joint statement of 18 March 2022, an independent panel of experts has been convened at the request of the Commissions to provide advice on changes to the sponsorship function and assurance on a new approach to the works. The panel’s work will inform the Commissions’ deliberations and the recommendations which they will propose to the two Houses on a revised mandate for the works and changes to the sponsorship function. This is currently planned to take place before the summer recess. Any changes will ultimately be a matter for the two Houses.</p><p>An R&amp;R transition programme which brings together officials from the two Houses, the Sponsor Body and the Delivery Authority has been established to support the Commissions in their work.</p>
