answer text <p>The Cross-government Prosperity Fund is primarily Official Development Assistance (ODA) and is open to all countries that remain ODA eligible under the OECD Development Assistance Committee classification. Detailed design of the Prosperity Fund is still ongoing, and in order to maximise impact, Ministers have agreed that the Fund should concentrate on countries with large numbers of poor people and that still face significant development challenges but which are also key for driving future global prosperity. Those countries will be kept under regular review throughout the duration of the Fund.</p> more like this

Prosperity Fund allocations in 2016-17 were devolved to a number of government departments and across the FCO network. answer text <p>​The UK strongly supports the International Criminal Court's (ICC) mandate and efforts to bring those responsible for deaths as a result of the civil war in the Democratic Republic of Congo (DRC) to justice. It welcomes convictions made to date, including that of former vice-president Bemba in June this year, and continues to make clear that those responsible for human rights violations will face individual responsibility for their actions. The UK remains committed to active diplomatic engagement to prevent DRC sliding back into conflict – FCO Minister Mr Ellwood visited DRC in August and DFID Minister Mr Wharton in November to urge all parties to ensure that Presidential elections and a peaceful transfer of power takes place.</p> more like this

answer text <p>Her Majesty's Government is firmly committed to tackling racism, racial discrimination, xenophobia and related intolerance, but does not judge that endorsing UN General Assembly Resolution 70/140, passed on 21 November 2016, would have contributed positively to these goals. We consider Resolution 70/140 unbalanced and politically motivated. It does not address all contemporary forms of racism in a comprehensive way. Furthermore, it is too restrictive in its treatment of the right to freedom of expression and the rights to freedom of peaceful assembly and of association which are enshrined in the International Covenant on Civil and Political Rights. For these reasons the UK Government did not support the Resolution.</p><p>We hope that further amendments to the Resolution, to address these concerns, will make it possible to reach a consensus in the future.</p> more like this

answer text <p><strong>Iraq<br></strong>The only way of safeguarding minority communities in Iraq is by defeating Daesh and establishing a lasting peace. The UK Government is committed to this. We have a comprehensive strategy for defeating Daesh and continue to support the Government of Iraq in its efforts to build a more inclusive society. Since June 2014, the UK has committed £169.5 million in humanitarian assistance to the crisis in Iraq. This includes access to clean water, food, medicines and other life-saving assistance for the most vulnerable. All UK funded aid is distributed on the basis of need, irrespective of race, religion or ethnicity to ensure that civilians are not discriminated against. We prioritise reaching the most vulnerable people across Iraq, including Shia Muslims and others who have suffered from such violence.</p><p><strong>Nigeria<br></strong>It is important that all Nigerians enjoy the right to freedom of religious belief and assembly, and that the security forces act within the law. UK military training and assistance to the Armed Forces of Nigeria has consistently emphasised the importance of adherence to internationally recognised Rules of Engagement, as well as the importance of International Human Rights and International Humanitarian Law. We continue to work with the Nigerian Government, NGOs and civil society to improve the security situation and human rights for all the people of Nigeria.</p><p><strong>Afghanistan<br></strong>The UK is working closely with the Afghan Government as it seeks to overcome the legacy of conflict and become a more prosperous and stable state for all Afghans without discrimination. We currently have 450 military personnel in Afghanistan serving in a non-combat role, advising and assisting the Afghanistan National Defence and Security Forces (ANDSF) as part of the NATO Resolute Mission. In addition to military support, we recently pledged £750m in development aid at the Brussels Conference on Afghanistan for the period 2017-2020, this is expected to deliver improved health systems, boost education opportunities and assist with steps to tackle corruption.</p>

answer text <p>We regularly urge the Government of South Sudan, including the Foreign Minister, to allow UNMISS effectively to fulfil its mandate across the country. This includes allowing freedom of movement, and expediting the deployment of the UN Regional Protection Force. Most recently the FCO Africa Director lobbied the First Vice President on 24 November. Civil society in South Sudan is increasingly constrained by the Government, security forces and other groups. We are concerned about the impact of the NGO law which has reduced their space to operate. The UK has consistently spoken out in support of civil society and lobbied the Government on this issue.</p> more like this

answer text <p>An EU arms embargo has been in place since 2011. The UK has lobbied extensively in support of a UN arms embargo, both in New York and across the region. We have also voiced public support for the embargo. The US proposed a Security Council Resolution imposing an embargo in November this year and we continue to work with them to persuade our partners that this is an appropriate response to the current crisis and ultimately would protect civilians in any further outbreak of conflict. Russia has adamantly opposed the introduction of an arms embargo.</p> more like this
