The legal basis of the Coalition’s activity against ISIL in Syria has been, and continues to be, the inherent right of self-defence recognised in Article 51 of the UN Charter. The legality of potential UK strikes against ISIL in Syria would also be based on the right of self-defence. answer	answer is ministerial correction date of answer 26/11/2015 answer text <p>We remain deeply concerned about the human rights situation and alleged violations of International Humanitarian Law in Yemen. The UK fully and actively supports the UN’s efforts to achieve a political solution to bring an end to the conflict. I discussed the importance of progress with President Hadi of Yemen on 25 November. This will help create the conditions for the legitimate Government to improve its capacity to protect human rights.</p><p>The UK has previously engaged the Yemeni Government - both bilaterally and through the UN Human Rights Council - on a wide range of human rights issues. We continue to raise the importance of compliance with international human rights law by all sides to the conflict. The UK welcomes the September UN Human Rights Council resolution which contains mechanisms for monitoring the human rights situation in Yemen.</p><p>The Office of the High Commissioner for Human Rights (OHCHR) has been tasked to help Yemen investigate human rights abuses and violations, but it will be up to Yemen to decide on how it sets up its own domestic mechanism. answer	answer is ministerial correction date of answer 26/11/2015 answer text <p>We welcome the commitment by President Hadi that the Government of Yemen will participate in UN negotiations, and the commitment by the Houthis, conveyed to UN Special Envoy Ismail Ould Cheikh Ahmed, of their willingness to discuss Yemen’s return to sustainable peace and long-term stability. We encourage all parties to get behind the UN political process to achieving a lasting peace, and to enter peace talks in good faith and with no pre-conditions. We welcome the announcement by the UN Special Envoy that these talks are forthcoming. I discussed the importance of making progress in these talks with President Hadi on 25 November. answer	answer is ministerial correction date of answer 20/11/2015 answer text <p>As Department for Transport (DfT) leads on aviation security, the Foreign and Commonwealth Office (FCO) is helping to ensure that they are able to work closely with Egyptian counterparts to address security at Sharm el Sheikh airport. A team of DfT aviation security experts travelled to Sharm el Shaikh on 4 November to assess security at the airport and ensure measures were in place to enable travellers to return safely to the UK. The FCO is also working with DfT and Egyptian counterparts to put in place a plan to ensure measures in place at Sharm el Sheikh are sustainable. Friend the Member for Witney (Mr Cameron) and I spoke with President Sisi and Foreign Minister Shoukry about the safety of air passengers travelling to and from Egypt. Her Majesty's Ambassador in Cairo is in regular contact with the Egyptian authorities, and the UK has an ongoing dialogue with Egypt on security issues.</p><p>The Foreign and Commonwealth Office is engaging with international partners about the ongoing aircrash investigation and its implications. We have shared all information we are able to share and discussed our conclusions with partners. We are also helping officials from the Department for Transport to work closely with Egyptian counterparts to ensure necessary airport security measures are in force. answer	answer is ministerial correction date of answer 10/11/2015 answer text <p>The Foreign Secretary discussed the counter ISIL effort with all the countries that he visited during his recent trip to the Gulf, which included Qatar, Bahrain, Saudi Arabia and UAE. We will continue to work intensively with Gulf States to deal with ISIL, both bilaterally and multilaterally, including under the auspices of the Global Coalition to counter-ISIL.</p><p>Our partners in the Gulf share our view that ISIL presents a threat to regional stability. Several of them have suffered from ISIL attacks in their homelands, and many host large numbers of refugees fleeing Assad’s and ISIL’s brutality. They are committed to defeating ISIL, and fully recognise that coordinated international action is the best way to achieve that. All the countries that the Foreign Secretary visited during his recent trip are working to defeat ISIL, including as part of the Global Coalition to counter-ISIL.</p><p>As a result of the Syrian crisis, there are now over 4 million refugees from Syria in neighbouring countries. answer	answer is ministerial correction date of answer 03/11/2015 answer text <p>Intense fighting and insecurity on the ground in Yemen has resulted in restrictions being placed on commercial and humanitarian shipping, and difficulties in distributing food and fuel to those who need it. The most important action to address the humanitarian situation, beyond a ceasefire, is to facilitate access for commercial and humanitarian goods, which all parties to the conflict have a responsibility to ensure. The UK continues to monitor this issue, and has engaged frequently with the Government of Yemen and members of the Saudi Arabian-led coalition on facilitating access. We have emphasised with all parties to the conflict the importance of the non-politicisation of aid. There has been some recent progress on shipping access, which we welcome, but this needs to be maintained and increased in the future. answer	answer is ministerial correction date of answer 03/11/2015 answer text <p>We are aware of reports of alleged violations of international humanitarian law (IHL) and abuses of human rights in Yemen, committed by all parties to the conflict - and take them very seriously. We have raised our concerns with the Saudi Arabian-led Coalition, and have received repeated assurances that they are complying with IHL. We continue to engage with them on those assurances. We are also concerned by reports of alleged IHL violations by Houthi-Saleh forces, including attacks on civilians in Aden and Taiz; intimidation of UN ships attempting to dock at Aden; the use of schools and hospitals for military purposes; the use of child soldiers; and the targeting of aid workers and restrictions on humanitarian access. The Houthis have consistently failed to implement their commitments made in the Peace and National Partnership Agreement, adhere to UN Security Council Resolutions and continue to use force to achieve their aims.</p><p>The Coalition has played a crucial role in reversing the military advance of the Houthis and forces loyal to former president Saleh, which is now helping create the conditions for the return of the legitimate Yemeni Government. We strongly condemn all acts of violence and all incitement to commit acts of violence.</p><p>Since the start of the current violence we have spoken regularly to both the Palestinian Authority and the Israeli government, urging them to use their influence to de-escalate the tensions.</p><p>The most recent discussion with the Palestinian Authority was on 9 October when the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymead and Weybridge (Mr Hammond) spoke to President Abbas about the violence. On 8 October, our Consul General in Jerusalem raised our concerns in his meetings with President Abbas’ political adviser, Majdi Khaldi; Palestinian chief negotiator and Secretary-General of the Palestinian Liberation Organisation, Sa’eb Erekat; and the Palestinian Chief of Police, Hazem Attallah.</p><p>The most recent discussion with the Israeli government was on 19 October when Her Majesty’s Ambassador in Tel Aviv raised our concerns with Israel Cabinet Secretary, Avichai Mandleblit.
