answer text <p>The UK has regular discussions with Arab League states, most of which are members of the Global Coalition to counter ISIL. It is crucial we work together to defeat ISIL. Ensuring peace and stability in the region is an important part of the UK’s counter ISIL strategy.</p><p>ISIL has been on the agenda during all recent discussions with Arab League states. The Prime Minister, my right hon. Friend the Member for Witney (David Cameron) and President Sisi spoke about a range of foreign policy issues, including ISIL, during his visit to London earlier this month. The Prime Minister also met His Majesty King Salman of Saudi Arabia in the margins of the G20. In October and November, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Philip Hammond) had extensive discussions about ISIL when he visited Saudi Arabia, Oman, Bahrain, the United Arab Emirates and Qatar, and engaged with regional countries during the talks on Syria held in Vienna on 14 November.</p>

answer text <p>The UK does not always agree with the views expressed by Russia and Iran, but we are open to discussion on how best to deal with ISIL and bring peace and security to the region.</p><p>At the G20, the Prime Minister and President Putin agreed that the international community needed to find a way to work together to find a political solution to the conflict in Syria and focus on the shared aim of destroying ISIL.</p><p>Iran’s role in fostering instability in the Middle East continues to be a source of concern. The newly opened Embassy in Tehran is an opportunity to discuss a range of regional issues with Iranian counterparts, including shared threats such as ISIL. The UK has discussed ISIL with Iranian President Rouhani, as well as Ministers and officials.</p><p>Both Russia and Iran have attended the talks in Vienna aimed at finding a political solution to the situation in Syria. The UK will continue to play a leading role in the International Syria Support Group.</p><br /> more like this

answer text <p>As part of our support to the Government of Iraq, the UK is working closely with the Kurdistan Regional Government (KRG) to combat ISIL.</p><p>The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) spoke to the KRG Prime Minister, Nechirvan Barzani, in April. The Chancellor of the Duchy of Lancaster, my right hon. Friend the Member for West Dorset (Oliver Letwin), visited Erbil from 30-31 August, where he met KRG President, Masoud Barzani.</p><p>We are in regular contact with officials of the KRG in this regard and discuss our strategy via a variety of diplomatic, military and humanitarian channels.</p><p>The Government has a robust strategy for defeating ISIL and is playing a key role in the Global Coalition to Counter ISIL in Iraq: we are taking military action, supporting inclusive and credible governance, discrediting ISIL’s poisonous ideology, cutting off its finances, tackling foreign terrorist fighters and helping its victims rebuild their lives, including those affected by sexual violence.</p>

answer text Turkey is a key security partner for the UK which has long played an important role in the Global Coalition’s efforts to defeat ISIL. It is a founding member of the Coalition, and a critical partner in restricting the flow of foreign fighters and finance to ISIL across its borders with Syria and Iraq. Its strong support to the Syrian moderate opposition, including through the US-led Train and Equip Programme, helps bolster this critical ground force in its struggle against ISIL. More recently, we welcome Turkey joining the Coalition airstrikes against ISIL in Syria, as well as the opening of Incirlik airbase to Coalition forces. This is having a real military impact, drastically reducing the flight times to reach targets in Syria. Furthermore, Turkey is playing a key role in the humanitarian effort. It hosts more than 2 million refugees fleeing from Syria and Iraq, and is facilitating the delivery of humanitarian aid across the border. more like this

Saudi Arabia is a key partner on a broad range of counter terrorism questions. answer text We have spent considerable time analysing funding flows to ISIL (the self-styled Islamic State of Iraq and the Levant). Based on the information available, we believe that a substantial share of ISIL’s revenue is derived from the sale of oil and commodities, taxation and extortion. Revenue generated from the smuggling of tobacco is likely to account for some of this, although the amount is believed to be relatively small as a share of ISIL’s total revenue. We are working with our partners in the international community to deny ISIL access to funds and led negotiations for the adoption of UNSCR 2170 (15 August 2014), which calls on all states to ensure that no funds, financial assets or economic resources are made available, directly or indirectly, to ISIL or to terrorists more generally. more like this

answer text <p>The Islamic State of Iraq and the Levant (ISIL)’s main sources of revenue come from oil sales and extortion. Other sources have included foreign donors, kidnap ransom payments, and money stolen during its advances in recent months.</p><p>Air strikes targeting oil infrastructure and the liberation of oil fields have significantly reduced ISIL’s ability to access and refine oil.</p><p>As part of our strategy to combat ISIL, the UK led work on UN <br>Security Council Resolution 2170 which was adopted unanimously on 15 August. It condemns ISIL, the al-Nusra front and other terrorist groups listed under Al-Qaeda sanctions. The resolution urges members to take measures to choke ISIL’s sources of finance.</p><p>We are working with countries in the Middle East to counter the threat from terrorists and extremists across the region. Combating ISIL and degrading its financial support is a priority and we continue to discuss these issues with our partners, including Saudi Arabia and Qatar.</p> more like this
