In England and Wales, the Act applies to all maintained and independent schools, including academies, and non-maintained special schools. To support schools in ensuring they comply with the provisions of the Act, we published ‘The Equality Act (2010): advice for schools’ in February 2013.</p><p> </p><p>Teach First is committed to ensuring that all candidates and participants are treated fairly - irrespective of disability, gender, sexual orientation, age, race, religion or any other factor.</p><p> </p><p>Teach First looks for teaching potential in all candidates. Identifying information of candidates is removed from the screening process and recruiters are trained to avoid unconscious bias. Teach First encourages applications from candidates with disabilities and provides any additional support needed during training alongside their placement school and university partners.</p>

answer text <p>To teach a class of pupils with vision impairment, a teacher must hold a mandatory qualification, in addition to qualified teacher status. The Department is currently reviewing the educational outcomes of the mandatory qualifications for teachers of classes with vision impairment, to ensure they reflect the changing needs of the education system.</p><p>The Children and Families Act 2014 requires local authorities to work with parents, young people, and schools and colleges to keep the provision for children and young people with special educational needs and disability (SEND) under review and to consider carefully how best to meet the needs of children and young people in their area, including those with vision impairment. To support local authorities, the Department has announced an additional £250 million high needs funding, over this year and the next. This will bring the total allocated for high needs next year to £6.3 billion.</p><p> </p><p>In addition, £3.4 million is being provided for 2018 to 2020 to equip the school workforce to deliver high quality teaching across all types of SEND, including vision impairment.</p><p> </p>

answer text <p>In relation to qualifications, this is a matter for Ofqual, the Office of Qualifications and Examinations Regulation. I have asked its Chief Regulator, Sally Collier, to write to the Hon. Member and a copy of her reply will be placed in the Libraries of both Houses. <br> <br> Ofqual regulates statutory national curriculum assessments. In doing this they have two statutory objectives: to promote the development and implementation of national assessments which give a reliable indication of achievement and indicate a consistent level of attainment, including over time, between comparable assessments; and to promote public confidence in national assessments. Ofqual has no specific powers to follow up with the Standards and Testing Agency (STA) if there are mistakes in national tests. Modified tests are developed by a Modified Test Agency contracted to STA, who conduct Quality Assurance proofing at different stages in the development of materials. STA also engages external proofers during this process to ensure that any errors in questions are detected and rectified before materials are sent to schools.</p>

answer text <p>The Government is taking steps to support greater integration of care to make the best use of existing resources, including the significant additional funding for children and young people’s mental health that NHS England will make available under its Long Term Plan.</p><p>The Government has already introduced requirements under special educational needs and disability (SEND) legislation for joint commissioning across education, health and social care. The Department and NHS England ran a training pilot designed to build links between schools and colleges and NHS services, which will be rolled out across England starting later this year. The Department is coordinating work with the higher education sector to improve support for students as they move to university.</p><p>The priority given to 0-25 mental health services under the Long Term Plan has the potential to support this work. In particular, it can allow greater continuity of support for vulnerable children for whom other support already extends beyond 18, and for university students.</p><p>Local decision making is important to ensure this change supports the effective use of resources. The additional £1.4 billion made available to develop capacity and capability across the system from 2015-20 has already started to result in increased provision. The funding is linked to local transformation plans, drawn up by clinical commissioning groups with other local partners, which are intended to cover the all provision from prevention to specialist services.</p><p>The introduction of new mental health support teams linked to schools and colleges will be an important part of developing collaboration between education and health services. These teams will be based in and near schools and colleges and make links to other services, including social care and the voluntary sector. The first 25 trailblazer areas will be fully operational by the end of 2019.</p>
