Our recent focus has been on supporting people financially during these unprecedented times with an injection of £9.3 billion pounds to strengthen the welfare system in response to the Covid-19 pandemic.</p><p>The Covid Winter Grant Scheme builds on that support with an additional £170m for local authorities in England, to support families with children and other vulnerable people with the cost of food and essential utilities this winter.</p><p> </p><p>Devolved Administrations have received equivalent funding through the upfront funding guarantee, which was recently increased to £16bn for the year.</p><p> </p><p>Our £30bn Plan for Jobs is the first step on the ladder to achieving this and will support economic recovery through new schemes including Kickstart and Job Entry Targeted Support.</p><p>The Holiday Activities and Food programme, which has provided healthy food and enriching activities to disadvantaged children since 2018, will also be expanded across England next year. It will cover Easter, Summer and Christmas in 2021, and cost up to £220m. The Department for Work and Pensions quickly introduced a package of support, including welfare changes worth £9.3 billion this year to help people with the financial consequences of the Covid-19 pandemic.</p><p>Our long-term ambition remains to level up across the country and continue to tackle child poverty through our reformed welfare system that works with the labour market to encourage parents to move into and progress in work wherever possible.</p><p>Our £30bn Plan for Jobs is the first step on the ladder to achieving this and will support economic recovery through new schemes including Kickstart and Job Entry Targeted Support. We are also doubling the number of work coaches who, through our Jobcentre network, will provide more people with the tailored support they need to move back into work and towards financial independence.</p><p>The Government launched its Plan for Jobs in response the impact of the pandemic. The policies implemented in response to the outbreak, such as the Job Retention Schemes and the increases to the welfare budget have made a huge difference, particularly to those with low incomes. This was shown in HMT’s recently published distributional analysis about the Impact of COVID-19 on working household incomes. This publication shows that the lowest income decile of working households has seen no fall in income due to Government measures that have been put in place. We are unable to assess how robust the method for modelling local housing costs is and we do not know the process used for calibrating the local measures with regional level statistics on child poverty from Households Below Average Income.</p><p> </p><p>National Statistics on the number and percentage of children in low income are published annually in the “Households Below Average Income” publication. These remain the most accurate published measurements of low income. We have injected more than £9 billion into the welfare system in response to Covid-19, increasing Universal Credit and Working Tax Credit by up to £1,040 for this financial year. Our overall ambition is unchanged. We plan to tackle child poverty through our welfare system which works with the labour market to encourage parents to move into, and progress in work, wherever possible.</p><p>Our approach is based on clear evidence that work, particularly where it is full-time, substantially reduces the risks of poverty. The most recent data showed that there was only a 3% chance of children being in absolute poverty (before housing costs) if both parents worked full-time, compared with 47% where one or more parents in a couple was in part-time work.
