answer	answer is ministerial correction date of answer 16/01/2023 answer text <p>Volunteering is critical to a vibrant and resilient civil society; it benefits volunteers and the organisations involving them and has transformational impacts on beneficiaries and their communities. This Government is committed to enabling people to take part in all forms of social action, including volunteering. We know the profound benefit that volunteering has on the individual, on communities and on society.</p><p>We also recognise the impact of volunteering in emergencies. As such, DCMS has committed to funding the Voluntary and Community Sector Emergencies Partnership (VCSEP) through to 2025. The partnership was established following 2017 crises including the Grenfell fire and Manchester terrorist attacks and aims to help people and organisations prepare for, respond to and recover from emergencies. The VCSEP is a collection of voluntary and community sector organisations, and is co-chaired by the British Red Cross and the National Association of Voluntary and Community Action (NAVCA). The partnership creates a network of networks, reaching thousands of volunteer-involving groups and organisations.</p><p>Given the effectiveness of this partnership and their existing reach into communities, DCMS is keen to support their resilience and emergency response work.</p><p>DCMS has considered other mechanisms, including a national volunteering reserve as was suggested in 2020 by Danny Kruger MP in his report '<a href="https://www.dannykruger.org.uk/sites/www.dannykruger.org.uk/files/2020-09/Kruger%202.0%20Levelling%20Up%20Our%20Communities.pdf" target="_blank">Levelling Up Our Communities: Proposals for a New Social Covenant</a>'. <a href="https://www.gov.uk/government/publications/government-response-to-danny-kruger-mps-report-levelling-up-our-communities-proposals-for-a-new-social-covenant/government-response-to-danny-kruger-mps-report-levelling-up-our-communities-proposals-for-a-new-social-covenant" target="_blank">The Government response to this report</a> outlined that a volunteering reserve would not be a solution to current barriers to volunteering such as work commitments, caring commitments, and people doing other things in their spare time. Evidence such as NCVO’s Time Well Spent research indicates volunteering is an activity inspired by a particular cause or purpose. For these reasons, we are focussing our efforts on supporting volunteering to grow and adapt, including through our active support of the Vision for Volunteering.We will continue to assess the value of approaches such as a national volunteering corps. answer	answer is ministerial correction date of answer 12/01/2023 answer text <p>The Football Association are investigating reports of overcrowding at the Leppings Lane End at Hillsborough Stadium on 7 January 2023.</p><p>The SGSA has a statutory responsibility for the issuing of licences to sports grounds for designated football matches in England and Wales, under the Football Spectators Act 1989. Grounds that are issued a licence, including Hillsborough Stadium, are all required to meet the same standards in order to safely admit spectators. The SGSA monitors this closely for all grounds that they licence.</p><p>The SGSA will remain in contact with the club, Sheffield City Council and the Safety Advisory Group as the facts are established and any implications for safety management arrangements at Hillsborough are considered. A list of the items temporarily moved will be placed in the Library of the House.</p><p>This includes safely transferring the political cartoons donated by former Chancellors, including Alistair Darling's from 2007, “With hindsight, that wasn’t the best time to ask the Chancellor which music he prefers – Johnny Cash or Northern Rock.”</p><p>I hope the Rt Hon Member and her staff will appreciate the importance of preserving such moments from history of the last Labour Government.</p><p>The full activity schedule is attached, with lists A,B,C and D on the following pages. answer	answer is ministerial correction date of answer 12/01/2023 answer text <p>No one should be refused access to businesses or services because they legitimately have an assistance dog.</p><p>Strong protection already exists in the Equality Act 2010, which places a duty on businesses and service providers to make reasonable adjustments to improve disabled people’s access to goods and services so they are not placed at a substantial disadvantage compared to non-disabled people. This reasonable adjustment duty is an anticipatory duty, meaning that those who provide goods, facilities and services to members of the public are expected to anticipate the reasonable adjustments that disabled customers may require, including auxiliary aids.</p><p>The Equality and Human Rights Commission (EHRC) is the public body responsible for enforcing the Equality Act. In 2017, the Commission published two pieces of guidance - a guide to help businesses understand what they can do to meet their legal duties to assistance dog owners, and a guide to help tourism businesses welcome people with access requirements. The EHRC supports disabled individuals who have experienced discrimination to take their cases to court.</p><p>In recent years, case law has strengthened the equalities law for people with assistance dogs. There have been a number of significant cases brought under the Equality Act involving assistance dogs, which have been successfully litigated, for example, Bloch v Kassim (assistance dogs in taxis); Clutton and Williams v Pen-y-Bryn Group (assistance dogs in restaurants); and McCafferty v Miah (assistance dogs in shops). The Equality Advisory and Support Service (EASS), the equalities and human rights helpline, receives about 35,000 customer contacts a year, more than 60% of which concern disability issues. Swimming and water safety are also vital life skills.</p><p>The Department for Education is responsible for the national curriculum that sets out that all primary schools must provide swimming instruction. All primary schools in England receive PE and sport premium funding, which can be used to purchase support from organisations who can assist schools in overcoming barriers to the delivery of school swimming and water safety.</p><p>Last academic year, the Department for Education’s programme to support schools to open their facilities enabled 101 schools to reopen their pools or extend the amount of swimming offered to pupils.
