A public consultation exercise is being conducted which will inform the franchise specifications. The consultation can be found at <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/320806/northern-transpennine-consultation.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/320806/northern-transpennine-consultation.pdf</a>. No decisions have yet been made. However we expect it will be for the winning bidders of the Northern and TransPennine Express franchise competitions to decide what rolling stock to use and whether to configure this rolling stock to allow for retaining the operational role of the guard.
