Any recruitment activity should be in line with the policies and procedures agreed by fire authority members, and appointments should be transparent and open to scrutiny by local citizens. The Government has taken steps to improve the transparency of this decision-making, not least through the Localism Act 2011 and its associated guidance.
more like this

answer text
The transfer of responsibility for fire and rescue services to either Police and Crime Commissioners (PCCs) or mayoral combined authorities is consistent with the Government’s broader approach to devolution. Joining up oversight of public services in this way will promote further collaboration and enable local leaders to pursue ambitious reforms that improve local services and deliver value for money.

The Government has been clear that it is for local leaders to determine how fire and rescue services are delivered in the best interests of their communities. The Government will consider any proposals to transfer responsibility for fire and rescue to a PCC or to a combined authority mayor on a case by case basis. There is no pre-determined order of preference.
more like this

The Home Office supports forces working together to improve the value for money obtained from procurement by agreeing common specifications and aggregating their purchasing power. Suitably trained Border Force staff may be issued with collapsible batons. The Home Office requires Border Force to procure those batons through a Crown Commercial Service contract. answer text
Matters of recruitment are for individual fire and rescue authorities as employers. However, Ministers have been clear that payments for senior fire officers who return to employment immediately after retirement are an unacceptable use of taxpayers’ money, especially when fire authorities need to be making sensible savings.

That is why this Government has issued explicit guidance on the re-employment of senior staff who have previously been in receipt of a redundancy or severance payment, or who are in receipt of a local government or fire service pension. Fire and rescue authorities have the ability to deal with this problem and should do so. The public have a right to know when, and on what basis, these decisions have been made, and we have made provision for this.
more like this
