We believe that the Youth Rehabilitation Order enables courts to sentence in a flexible and tailored way in order to effectively address offending behaviour.</p><p> </p><p>We are aware that Lord Carlile has recommended the implementation of this provision in his recent report into the effectiveness of the Youth Court. answer	answer is ministerial correction date of answer 14/07/2014 answer text <p>Prison Service Instruction 17/2012 “Certified Prisoner Accommodation” which is published on the Ministry of Justice website <a href="http://www.justice.gov.uk/offenders/psis/prison-service-instructions-2012" target="_blank">http://www.justice.gov.uk/offenders/psis/prison-service-instructions-2012</a> sets out that Deputy Directors of Custody (DDCs) are responsible for determining which accommodation is not included in baseline Certified Normal Accommodation, based on operational issues and other management considerations.</p><p> </p><p>The Certified Normal Accommodation (CNA) of a prison is its uncrowded capacity. The competition to award contracts to run the new Community Rehabilitation Companies is ongoing and in June we received bids from potential providers. We are committed to rolling out these important reforms by 2015.</p><p>The Government has been clear that we want to see a diverse market delivering probation services, rather than being dominated by just a few providers. We have set a market share restriction whereby bidders can win a maximum of 25% of market share based on the indicative contract values set out in the competition documentation.
