During the last 12 months we have continued to press those states who have not yet signed and ratified the Treaty to do so. The Foreign and Commonwealth Office Minister for Asia made a statement promoting the universalisation and entry into force of the Treaty at the Conference on Facilitating the Entry Into Force on 20 September 2017. During the current 72nd Session of the UN General Assembly, the UK made a statement and co-sponsored a resolution pursuing these goals for the Treaty. answer	answer is ministerial correction date of answer 13/03/2018 answer text <p>The second of three Preparatory Committees for the Nuclear Non-Proliferation Treaty (NPT) Review Conference in 2020 will take place in Geneva in April. At that meeting, we will continue to engage with a wide range of states on how we can tackle the challenges that we face on non-proliferation and disarmament, and on how to enable access to the peaceful use of nuclear technology. We will continue to press for the entry into force of the Comprehensive Test Ban Treaty, the start of negotiations on a Fissile Material Cut-Off Treaty in the Conference on Disarmament and increased transparency and trust between Nuclear Weapons States in order to develop the global conditions in which nuclear armed states feel confident enough to relinquish their weapons. answer	answer is ministerial correction date of answer 08/03/2018 answer text <p>When considering the application of sanctions, the Government considers their humanitarian effects, both on the individuals and entities subject to sanctions, as well as on the general population if sanctions are broader. The Government follows a Smarter Sanctions policy which seeks to focus sanctions on those whose behaviour we are trying to change and reduce the risk of unintended consequences.</p><p>There are a range of tools and guidance available and we take a case-by-case approach to assessing the humanitarian effects of sanctions for each regime. UN sanctions regimes have panels of experts that produce reports covering the unintended consequences of sanctions regimes, including humanitarian impacts, amongst other things. At the EU, the humanitarian impact is also taken into account when sanctions are considered. We also work to ensure the design of each sanctions regulation takes into account of what exceptions or special licensing arrangements are appropriate for the type of sanctions regime, in line with the UK's foreign policy goals.
