answer	answer is ministerial correction date of answer 06/06/2019 answer text <p>Evidence suggests that life expectancy for people with sickle cell disease is improving. This is due to a number of factors including:</p><p>- Improved newborn screening coverage to enable earlier diagnosis;</p><p>- Use of the National Haemoglobinopathy Registry to monitor individuals’ health, treatment and their annual reviews;</p><p>- Access to specific diagnostics and medication, such as hydroxyurea; and</p><p>- A Commissioning for Quality and Innovation (CQUIN) incentive has been in place for the last two years to improve access to apheresis for individuals with sickle cell disease.</p><p>All these factors are reflected in the service specification quality indicators which providers are required to report against so that implementation can be monitored.</p><p>It is anticipated that NHS England’s new model for specialised haemoglobinopathy services will be in place by early 2020. The new model is designed to improve access to specialist advice and care for patients, irrespective of where they live. The equality impact assessment on the new service model indicates that it will advance the promotion of equality and support the further reduction of health inequalities. This will be through ensuring that patients with thalassemia and sickle cell conditions have equitable access to high quality specialist care and support within specialised commissioned centres irrespective of where in the country they live. answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>Cannabis-based products for medicinal use are no different from other medicines, and existing systems for the funding of both licensed and unlicensed medicines apply.</p><p>Any medicines which receive a marketing authorisation from the Medicines and Healthcare Products Regulatory Agency or European Medicines Agency will be assessed for cost effectiveness by the National Institute for Health and Care Excellence. This is the foundation of National Health Service decisions about routine funding, and applies to all licensed medicines. For unlicensed medicines, the normal NHS medicines governance systems apply, as they do to all locally funded unlicensed treatments. These processes support good clinical practice and safe and effective prescribing. Decisions will be taken, at NHS Trust level on a case by case basis, based on the needs of the individual patient and the evidence of efficacy and cost effectiveness available.</p><p>My Rt. hon. Friend the Secretary of State for Health and Social Care has heard patients report difficulties in accessing medicinal cannabis. As a result, he asked the Department to work closely with NHS England to undertake a rapid process evaluation. The independent Advisory Group on Non-Ionising Radiation (AGNIR) published their report in the UK in 2012 and the European Commission’s Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) published their report in 2015. answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>The Sustainable Development Unit (SDU), a joint NHS England and Public Health England unit, has established a cross sector working group on low carbon inhalers. The group includes representation from a number of patient and clinician groups, as well as cross Government representation.</p><p>The SDU have recently reviewed a scheme operated by GSK that encourages return of inhalers for recycling, including recovery of the F-gases for reuse. The scheme is very welcome but limited in scope. The SDU has therefore invited industry suggestions to the national Low Carbon Inhalers Working Group on ways to increase recovery for environmentally safe disposal and recycling.</p><p>Furthermore, a cross system approach is now being developed into a system wide implementation plan, with specific actions being delivered by individual members of the group. All actions are supporting progress towards or exceed the NHS Long Term Plan commitment on low carbon inhalers.
