answer	answer is ministerial correction date of answer 09/11/2015 answer text <p>Under the Climate Change Act 2008, the Government has a statutory role to produce, on a five-yearly cycle, an assessment of the risks and opportunities for the UK arising from climate change. The first Climate Change Risk Assessment was published in 2012. Work is underway on the second CCRA, for which Defra is funding the Adaptation Sub-Committee of the Committee on Climate Change to produce the underpinning Evidence Report by July 2016. This will include an up-to-date review of evidence on the effects of climate change on agriculture, and all other sectors. answer	answer is ministerial correction date of answer 03/11/2015 answer text <p>Through the Waste and Resources Action Programme (WRAP), the Government is working with food manufacturers and retailers to meet targets to reduce food and packaging waste from the grocery supply chain under the Courtauld Commitment.</p><br /><p>Signatories reported a reduction of 7.4% in supply chain waste between 2009 and 2012 under Courtauld 2. We implemented the EU Timber Regulation (EUTR), which makes it an offence to place illegally logged timber on the EU market for the first time, and the EU Forest Law Enforcement, Governance and Trade (FLEGT) Regulation, which aims to combat illegal logging and improve the supply of legal timber to the EU. The EU FLEGT Regulation establishes Voluntary Partnership Agreements (VPAs) between the EU and timber producing countries. Once VPAs have been agreed, timber producing countries will issue exports with a ‘FLEGT licence’ which verifies the timber’s legality.</p><p>The Government’s Timber Procurement Policy also requires Government Departments, Executive Agencies and Non-Departmental Public Bodies to procure timber and timber products that are both legal and sustainable.</p><p>Domestic forests provide about 20% of the UK’s timber needs. They are managed in accordance with the UK Forestry Standard, the reference standard for sustainable forest management in the UK. Moreover, about 85% of UK timber production is independently certified, providing additional assurances of sustainability. We are strongly supportive of initiatives such as Grown in Britain, which create new sustainably managed woodland to increase the supply of British timber destined for use by local people and businesses. Friend the Secretary of State for International Development announced that an additional £3m would be made available for this purpose.</p><br /><p>The DFID funding is largely distributed through the Illegal Wildlife Trade Challenge Fund, for which I announced the opening of a second round of applications in August 2015. In addition, Defra has supported projects which will help tackle the illegal wildlife trade through the Darwin Initiative and through direct awards to organisations such as the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). Actions to achieve this are set out in river basin management plans every 6 years.</p><p>On the 30<sup>th</sup> October, the Environment Agency published proposed updated plans which they submitted to the Secretary of State for approval, including the Thames plan which covers London. Though we do recognise that increasing interconnection in our water supply system to allow water to be traded and moved will help improve long-term resilience, water is heavy and expensive to move over long distances and its transfer can also have adverse environmental impacts. In the short-term, the transfers that are most likely to be beneficial are strategic interconnection projects to join up water supply zones within, and between, water company networks.</p><p>In the longer-term, greater join-up between these networks could allow for the more strategic management of water transfers over a wider area.
