As set out in our manifesto we will be giving councils the power to issue fixed penalty notices for small-scale fly-tipping as well as reviewing the existing fixed penalty notices for littering.</p><p> </p><p> </p><p> </p><p>These steps will build on other Government action to tackle fly-tipping, which has included; working with the Sentencing Council on its guideline for sentencing for environmental offences, which came into force on 1 July last year; making it easier for vehicles suspected of being involved in waste crime to be stopped, searched and seized; and continuing work in partnership with others through the Defra chaired National Fly-Tipping Prevention Group to promote and disseminate good practice in the prevention, reporting, investigation and clearance of fly-tipped waste.</p><p> </p> answering member constituency Penrith and The Border answering member printed Rory Stewart question first answered 17/09/2015 16:12:22 answering member 4137 label Biography information for Rory Stewart

answer	answer is ministerial correction date of answer 17/09/2015 answer text <p>As this is a devolved matter this answer applies to England only.</p><p> </p><p> </p><p> </p><p>Section 14(1) of the Wildlife and Countryside Act 1981 makes it illegal to release or allow to escape into the wild, any animal or plant which is not ordinarily resident in Great Britain and is not a regular visitor to Great Britain in a wild state, or is listed in Schedule 9 to the Act. He has set up a Low Emission Zone and has announced the introduction of an Ultra-Low Emission Zone Scheme to ensure that all vehicles driving in the centre of London will be zero or low emission by 2020. A plan to deliver cleaner taxis across London has also been announced to help support London taxi driver’s transition to zero emission capable taxis. Defra’s air quality grant scheme has awarded funding to support the Mayor’s Breathe Better Together public awareness campaign to encourage behaviour change and tackle air pollution. answer	answer is ministerial correction date of answer 15/09/2015 answer text <p>The Government published the report ‘Review of Effectiveness of Local Authority Action Plans (LAQM) and Future Policy Options for LAQM’ in 2013, which looked at a broad selection of local authorities with Air Quality Management Areas that ranged from hotspots to large areas of exceedance. The start of work on Jacks Key Reservoir, Darwen was delayed due to detailed site investigation showing that the project is more complex than originally anticipated.
