answer text <p>Tackling fly-tipping is a priority for the Government. As set out in our manifesto we will be giving councils the power to issue fixed penalty notices for small-scale fly-tipping as well as reviewing the existing fixed penalty notices for littering.</p><p> </p><p> </p><p> </p><p>These steps will build on other Government action to tackle fly-tipping, which has included; working with the Sentencing Council on its guideline for sentencing for environmental offences, which came into force on 1 July last year; making it easier for vehicles suspected of being involved in waste crime to be stopped, searched and seized; and continuing work in partnership with others through the Defra chaired National Fly-Tipping Prevention Group to promote and disseminate good practice in the prevention, reporting, investigation and clearance of fly-tipped waste.</p><p> </p> more like this

answer text <p>The Government published the report ‘Review of Effectiveness of Local Authority Action Plans (LAQM) and Future Policy Options for LAQM’ in 2013, which looked at a broad selection of local authorities with Air Quality Management Areas that ranged from hotspots to large areas of exceedance. This report concluded that although the review and assessment part of the LAQM regime was working very well, though too bureaucratic, some improvements could also be made to the action planning process.</p><p>We are currently reviewing the Local Air Quality Management system to reduce bureaucracy and enable greater focus on taking action, and intend to consult on a streamlined reporting system and revised guidance later this year.</p><p> </p><p> </p> more like this

answer text <p>One hundred and seven projects are in development this financial year. The locations of these projects are shown in the published flood and coastal erosion risk management investment programme 2015 – 2021:</p><p> </p><p> </p><p> </p><p><a href="https://www.gov.uk/government/publications/programme-of-flood-and-coastal-erosion-risk-management-schemes" target="_blank">https://www.gov.uk/government/publications/programme-of-flood-and-coastal-erosion-risk-management-schemes</a>.</p><p> </p><p> </p><p> </p><p>The Environment Agency has reported that between 1 April and 30 June 2015, 19 projects started construction in East England, East Midlands, North West, South East, South West and Yorkshire and Humber Office of National Statistics (ONS) regions and 26 projects completed construction in East England, East Midlands, North West, South East, South West, West Midlands and Yorkshire and Humber ONS regions.</p><p> </p><p> </p><p> </p><p>One project in the Environment Agency’s national priority programme reported delays. The start of work on Jacks Key Reservoir, Darwen was delayed due to detailed site investigation showing that the project is more complex than originally anticipated. Construction is now expected to start on site in early 2016.</p><p> </p>

answer text <p>The Government has published a policy statement on Part 2 of the Localism Act 2011 concerning the handling of EU infractions and localism. This sets out arrangements for apportioning of fines in relation to infractions of EU legislation, should this be necessary. The UK is working towards the achievement of the EU target to recycle 50% of household waste by 2020 which means the issue of potential fines does not arise.</p><p> </p> more like this
