Local authorities will be able to bid for increases in their caps from 2019/20, up to a total of £1 billion by the end of 2021/22. The purpose of the European Union (Withdrawal) Bill is to provide a functioning statute book on the day we leave the EU, and ensure that it is for our sovereign Parliament (and in some cases for the devolved legislatures) to make any future changes.
