answer text <p>We consulted on reform of the Work Capability Assessment in the <em>Improving Lives</em> Green Paper. We received around 6,000 consultation responses, supported by 166 accessible events across the country. Our officials have been working hard since the Green Paper consultation to analyse that fantastic response. We are working towards an autumn publication, which will provide an update on the recent work we’ve been doing, respond to the consultation, and set out our next steps.</p> more like this

answer text <p>Strict audit and quality control measures are in place to ensure the Centre for Health and Disability Assessments delivers high-quality assessments.</p><p> </p><p>The Department introduced the independent audit of Work Capability Assessments in March 2015 in line with the start of the new Health and Disability Assessment Service contract. Audit has a central role in confirming that independent health professional advice complies with the required standards and that it is clear and medically reasonable. It also provides assurance that any approach to assessment and opinion given is consistent so that, irrespective of where or by whom the assessment is carried out, claimants with conditions that have the same functional effect will ultimately receive the same benefit outcome.</p><p> </p><p>Health Professionals receive training on how to identify the impact of mental health conditions on claimants. This is followed by on-going professional training and support which continues for the duration of their employment in the role.</p><p> </p><p>Providers are required to make every attempt to obtain the best evidence available to assist the Health Professional undertaking the assessment to make a fully formed judgment. This includes evidence from Community Mental Health Teams, psychologists, psychiatrists and social workers supporting claimants with mental health conditions.</p>

answer text <p>This change will come into effect in autumn 2017 and will apply to those placed in Employment and Support Allowance’s Support Group and the Universal Credit equivalent.</p><p> </p><p>Whilst the new criteria and process for this group of claimants is developed, we do not plan to reassess claimants who had the most severe health conditions or disabilities when they had their first Work Capability Assessment. We are currently working with stakeholders to develop the new criteria and, when finalised, we will revisit this group to confirm the position, but we expect this will not require a face-to-face assessment.</p> more like this

answer text <p>There are no plans to introduce the mandatory recordings of assessments for Employment and Support Allowance (ESA) and Personal Independence Payments (PIP).</p><p> </p><p>Whilst there is no legal need to record assessments, claimants can request in advance that their ESA assessment is recorded. This is explained to claimants in the letter inviting them to their face-to-face assessment.</p><p> </p><p>On 13 March a small-scale pilot started to test whether there are any benefits to audio recording PIP face-to-face assessments. Once the results of this pilot have been processed and evaluated, we will be able to make further decisions on whether DWP will consider recording PIP assessments in the future.</p><p> </p><p>However, assessment recording will always be entirely voluntary and subject to claimant consent.</p> more like this

answer text <p>The capability for work questionnaire (form ESA50) was developed with medical experts and groups representing a range of disabled people. It is designed to mirror the Work Capability Assessment which relates to functional ability in the workplace rather than being linked to specific conditions. The form is regularly reviewed and revised and we have worked closely with a number of charities and stakeholder groups to make changes to the ESA50.</p> more like this

answer text <p>ESA claimants who are found fit for work and are waiting for their mandatory reconsideration application to be decided, are eligible to claim JSA.
