answer text <p>In relation to qualifications, this is a matter for Ofqual, the Office of Qualifications and Examinations Regulation. I have asked its Chief Regulator, Sally Collier, to write to the Hon. Member and a copy of her reply will be placed in the Libraries of both Houses. <br> <br> Ofqual regulates statutory national curriculum assessments. In doing this they have two statutory objectives: to promote the development and implementation of national assessments which give a reliable indication of achievement and indicate a consistent level of attainment, including over time, between comparable assessments; and to promote public confidence in national assessments. Ofqual has no specific powers to follow up with the Standards and Testing Agency (STA) if there are mistakes in national tests. Modified tests are developed by a Modified Test Agency contracted to STA, who conduct Quality Assurance proofing at different stages in the development of materials. STA also engages external proofers during this process to ensure that any errors in questions are detected and rectified before materials are sent to schools.</p>

answer text <p>My right hon. Friend, the Secretary of State has made his decision in respect of all requests to move funds from the schools block to the high needs block. answer text <p>​Since its introduction in May 2014, the department has provided over £90 million in funding to local authorities to implement Staying Put, and the department has also committed to provide a further £23.77m in 2019/20. answer text <p>The Government is taking steps to support greater integration of care to make the best use of existing resources, including the significant additional funding for children and young people’s mental health that NHS England will make available under its Long Term Plan.</p><p>The Government has already introduced requirements under special educational needs and disability (SEND) legislation for joint commissioning across education, health and social care. The Department and NHS England ran a training pilot designed to build links between schools and colleges and NHS services, which will be rolled out across England starting later this year. The Department is coordinating work with the higher education sector to improve support for students as they move to university.</p><p>The priority given to 0-25 mental health services under the Long Term Plan has the potential to support this work. In particular, it can allow greater continuity of support for vulnerable children for whom other support already extends beyond 18, and for university students.</p><p>Local decision making is important to ensure this change supports the effective use of resources. The additional £1.4 billion made available to develop capacity and capability across the system from 2015-20 has already started to result in increased provision. The funding is linked to local transformation plans, drawn up by clinical commissioning groups with other local partners, which are intended to cover the all provision from prevention to specialist services.</p><p>The introduction of new mental health support teams linked to schools and colleges will be an important part of developing collaboration between education and health services. These teams will be based in and near schools and colleges and make links to other services, including social care and the voluntary sector. The first 25 trailblazer areas will be fully operational by the end of 2019.</p>

answer text <p>The Department recognises that looked after children are amongst the most vulnerable in our society. That is why the School Admissions Code requires admission authorities of all schools to prioritise looked after children and previously looked after children in their admissions criteria.</p><p> </p><p>Local authorities (LAs) have the power to direct the admission authority for any maintained school in England to admit a child who it ‘looks after’, even if that school is full. Therefore, the Department does not hold information on individual applications to maintained schools made on behalf of the looked after child. The Department itself can direct a maintained school if required, but so far it has not had to.</p><p> </p><p>For academies, trusts and LAs work together at a local level to prioritise the admission of looked after children. As a last resort, a LA can request a direction for the academy to admit from the Secretary of State, via the Education and Skills Funding Agency (ESFA). The ESFA has collected and recorded data on such direction requests since March 2017. Since then, there have been 28 requests. However, the ESFA have successfully worked with LAs and academies to ensure that a formal direction was only required in four cases.</p>
