answer text <p>The Department for Business, Innovation and Skills (BIS) constantly keeps its delivery arrangements under review to ensure that funding of skills programmes is efficient and effective, as well as responsive to policy priorities to increase take-up of apprenticeships and traineeships for young people.</p><p> </p><p> </p><p> </p><p>The Skills Funding Agency works closely with the Education Funding Agency on the funding of Further Education college provision and funding of apprenticeships and traineeships for 16-19 year olds. We have recently appointed Peter Lauener as joint Chief Executive of both agencies to make the most of the clear synergies between the two agencies. This exemplifies the commitment we have to promoting joined up Government. The Skills Funding Agency and Education Funding Agency share a number of services to ensure they function as efficiently as possible.</p><p> </p><p> </p><p> </p><p>The Skills Funding Agency has recently been through significant restructuring exercises reducing staffing levels by 50% and administration budget by 37%. In addition the regional office structure was reduced from 54 offices to six offices.</p><p> </p><p> </p><p> </p>

answer text <p>Apprenticeship reforms are putting employers in the lead of designing new apprenticeship standards to meet the needs of their sectors. Standards must include substantial and sustained training and the development of transferable skills, including English and maths. Routing funding through employers will give them a greater stake in guaranteeing that they secure the most appropriate high quality training provision for their apprentices.</p><p> </p> more like this

answer text <p>The Government commissioned research into gender and apprenticeships and ethnicity and apprenticeships. A report was published in December 2013. Following this a new advisory group has been established to help address barriers and increase diversity within apprenticeships.</p><p> </p><p> </p><p> </p><p>In the last two years, projects under the Skills Funding Agency’s Equality and Diversity Good Practice Fund have encouraged people from ethnic minorities to apply for apprenticeships, in organisations such as Chiltern Training, Awaaz and Heba.</p><p> </p><p> </p><p> </p><p>Additionally the ‘Get In. Go far’ campaign launched in September this year, aims to promote apprenticeships to a wide range of potential applicants and has generated over a million hits on YouTube.</p><p> </p><p>The number of applications made through the Apprenticeships Vacancies website from ethnic minority candidates increased from <strong>328,110</strong> in 2012/13 to <strong>382,520</strong> in 2013/14. answer text <p>Under the auspices of the Construction Leadership Council, the house building industry is developing an action plan to address three immediate priorities: improving the image of house building; attracting back experienced workers who left during the recession; and attracting other workers with relevant skills.</p><p> </p><p> </p><p> </p><p>More widely, this Government is making a number of reforms to the skills system to improve skills supply; putting employers in the driving seat and making providers more responsive to their needs. Government is also currently undertaking a triennial review of the way the Construction Industry Training Board operates. CITB is undertaking reforms that will seek to improve the service it delivers to the sector.</p><p> </p><p> </p><p> </p><p>In addition, Government believes that a more robust and more visible Government construction procurement pipeline is key to improving investment decisions in construction. We are working to enhance the pipeline to give construction businesses the confidence to upskill staff, to recruit, and to commit to apprenticeships.</p><p> </p><p> </p><p> </p>
