answer text <p>To date, the department has provided a package of support in the rebrokerage of The Whitehaven Academy which includes the full sponsored rebrokerage tariff of £150,000; environmental improvement grant of £80,000 and emergency strategic school improvement fund of £73,600. We are committed to supporting Cumbria Education Trust (CET) to ensure they can drive forward teaching and resource improvements at The Whitehaven Academy when they formally take on the school.</p><p> </p><p>The department is also making a substantial capital investment, to give a much needed fresh start for all at The Whitehaven Academy. The project will see the majority of the existing school buildings demolished and rebuilt, and will be delivered by the department, with CET involved throughout the design and construction phase.</p> more like this

answer text <p>The department’s academy trust intervention strategy is robust, ensuring that where concerns are identified, our intervention is proportionate to the risk and preserves the effective education of children. By combining school improvement and financial management oversight, the Education and Skills Funding Agency (ESFA) works with Regional School Commissioners to ensure that the department’s intervention is joined up and consistent.</p><p> </p><p>We are continually looking to develop and strengthen our approach. The Academies Financial Handbook is strengthened year on year to enhance the accountability framework. We published a new edition in June 2018, the main changes were:</p><ul><li>Executive pay – even more focus on the board’s responsibility for ensuring decisions about senior leaders’ pay are proportionate, justifiable and clearly documented;</li><li>Related party transactions (RPTs) – embedding a new requirement for trusts to report all RPTs to the ESFA in advance and to seek approval for those over £20,000;</li><li>Management accounts – emphasising a rigorous approach to setting and monitoring financial plans, including board engagement;</li><li>Audit findings – being clear that trusts must respond in an appropriate and timely manner to advice from auditors, taking opportunities to strengthen their systems.</li></ul><p>Overall, the financial health of the academies sector is strong: the latest published accounts show no regularity exceptions for over 95% of trusts and 98% of trusts’ accounts received unqualified opinions.</p>

answer text <p>341 Carillion apprentices who were unable to find new jobs at the end of July 2018 have been made redundant.</p><p> </p><p>Every effort was made to support the apprentices to find new jobs. When Carillion went into liquidation on 15 January 2018, an extensive support programme was established to help 1,148 apprentices employed to find alternative employment. Construction Industry Training Board (CITB) supported 775 apprentices to successfully apply for new jobs with alternative employers in the sector where they have resumed their apprenticeships. Some former Carillion apprentices found work in different sectors or returned to full time education.</p><p> </p><p>The 341 apprentices who have been made redundant will continue to receive support from CITB to apply for apprenticeships. They have been offered information, advice and guidance and where appropriate are being encouraged to return to full time education, if they have an appetite to continue their construction qualifications.</p><p> </p><p> </p><p> </p>

answer text <p>The department only collects the numbers of child and family social workers employed by local authorities in England. Data on the gender of social workers was only collected on a mandatory basis for the first time in 2017. Therefore, there is only one year of data available on the gender of child and family social workers.</p><p>The figures that are available can be found in the ‘Children’s social work workforce’ publication. answer text <p>We recently announced appointments to a further nine employer-led T level panels, including the catering panel, who will begin work on developing the outline content for T levels in this area. This is key to our approach – putting employers at the heart of T level development to specify the knowledge, skills and behaviours needed to succeed in their industries.</p><p>Hospitality occupations also fall within the Catering and Hospitality technical education route. The hospitality pathway within this route will be delivered via apprenticeships only and we do not intend to develop T levels for this area.</p><p>Occupational maps define the routes and pathways, and are owned by the Institute for Apprenticeships, who carried out a consultation on the maps earlier this year. answer text <p>Apprenticeship standards are now available across a broad range of sectors including in hospitality and catering. There are 10 standards available, including Hospitality Manager, Chef De Partie and Maritime Caterer.</p><p>The new apprenticeship standards across all levels are being designed and driven by industry; creating higher quality training that will lead to a more productive economy and give employers, like those in the hospitality and catering sector, the skills they need to grow and succeed.</p><p>We are promoting apprenticeships opportunities through our Get In Go Far marketing campaign. The latest campaign phase launched on 13 August and coincided with August's exam results period when young people are looking at the options available to them after school or college. The campaign aims to help increase the number of vacancies created by employers and encourage young people to choose an apprenticeship as a high quality career route – signposting them to new vacancies on offer.</p><p> </p>

answer text <p>The Education and Skills Funding Agency (ESFA) have a robust intervention strategy, built on a clear framework and communicated and regulated through trusts’ funding agreements and the Academies Financial Handbook.</p><p> </p><p>The former Secretary of State (Nicky Morgan), my right hon. Friend for Loughborough, was initially made aware of the financial concerns relating to Bright Tribe Trust in July 2015.</p><p> </p><p>The ESFA has worked closely with Bright Tribe Trust since 2015. An initial Financial Management and Governance Review was completed in November 2015, with follow up visits in September 2016 and August 2017. In June 2018, we made a further visit to Bright Tribe Trust in relation to the outstanding capital issues at The Whitehaven Academy.</p><p> </p><p>The ESFA reviews all allegations received about Bright Tribe Trust and individual schools within the trust. Following most recent allegations, a warning letter was issued by the EFSA on 7 August 2018.</p> more like this

answer text <p>Staying Put has helped thousands of care leavers to continue to benefit from a stable and secure family setting and to prepare for independence at a more gradual pace rather than facing a ‘cliff-edge’ at the age of 18. The policy has been welcomed by care leavers and the sector.</p><p>The latest data for the year ending March 2017 shows that 51% of those ceasing to be looked after in a foster placement on their 18<sup>th</sup> birthday remained with their former foster carer. In addition, 25% of 19 and 20 year olds were still living with their former foster carers.</p> more like this

answer text <p>We are providing around £6 million in the period 2018 to 2019 and in the period 2019 to 2020 for a national pilot of Staying Close in eight sites.</p><p>These pilots provide an enhanced support offer for those leaving residential care. The support offer includes an accommodation offer close to their former children’s home alongside practical and emotional support from a member of staff from their former children's home whom they know and trust.</p><p>Reports from the pilots show that 120 care leavers participated in the Staying Close pilots from January 2018 to July 2018.</p><p>A full evaluation will be available when the pilots end in March 2020.</p> more like this
