answer	answer is ministerial correction date of answer 29/04/2019 answer text <p>The Children and Families Act (2014) requires local authorities to work with parents, young people, and providers to keep the provision for children and young people with special educational needs and disabilities under review, including its sufficiency.</p><p>We do not prescribe in detail how local authorities should allocate their high needs funding. In consultation with schools and other services, local authorities should consider carefully how best to meet the needs of children and young people in their area, including those with vision impairment.</p><p>To support local authorities, in December 2018 we announced an additional £250 million high needs funding up to 2020, on top of the funding increases we had already committed. answer	answer is ministerial correction date of answer 29/04/2019 answer text <p>This government is determined to deliver an education system that offers world-class education to every pupil, and ensures that all children and young people – regardless of their gender, ethnicity or background – have the opportunity to go as far as their talents and hard work will take them.</p><p>Our ongoing education reforms are intended to set the highest expectations for what all school-age pupils will achieve. We have put in place a stretching national curriculum and world-class qualifications, and performance measures that encourage more pupils to study GCSEs in the academic subjects that most enable progress to higher education. We have also introduced the Attainment 8 and Progress 8 measures, which are designed to focus the attention of secondary schools on the academic progress that every pupil makes between the end of primary school and the end of key stage 4, as well as their achievement in GCSEs.</p><p>We have given head teachers flexibility over the resources allocated to their schools, so that they can determine what provision to put in place to ensure that every pupil – boys and girls alike – is engaged, challenged and can achieve to the best of their abilities. The national funding formula for schools includes a low prior attainment factor, to help schools put support in place for those pupils who did not reach the expected standard in national assessments at the end of the previous phase of education. answer	answer is ministerial correction date of answer 25/04/2019 answer text <p>Schools are responsible for the continuing professional development of staff who support children and young people with special educational needs or a disability, including those who are on the autism spectrum and/or exhibit a pathological demand avoidance behaviour profile.</p><p> </p><p>The department has funded the Autism Education Trust (AET) since 2011 to deliver autism awareness training to education staff in early years, schools and further education settings. So far it has reached more than 207,000 people – not just teachers and teaching assistants, but also support staff such as receptionists, dining hall staff and caretakers, encouraging a ‘whole school’ approach to supporting pupils with autism. The AET also provides resources for teachers, including a competency framework, a progression framework for assessing children and young people with autism, and a set of standards to help them evaluate their practice in addressing the needs of children and young people with autism.</p><p> </p><p>In addition, the framework for Initial Teacher Training content (published in July 2016), includes specific content on special educational need and autism and the National Association for Special Educational Needs ‘SEND Gateway’ provides access to a range of free, quality assured resources and training materials for schools, including on autism. answer	answer is ministerial correction date of answer 30/04/2019 answer text <p>As we develop the reception baseline assessment (RBA), we are continuing to discuss its implementation with a wide range of stakeholders, including teachers, early years practitioners and assessment experts. We will conduct a voluntary national pilot in the autumn of this year, which will enable us to consider pupils’ experiences of the assessment ahead of its scheduled statutory rollout in September 2020.</p><p>Most, if not all, schools carry out assessments of pupils when they start reception so they can ascertain their level of development and plan teaching and learning.
