answer	answer is ministerial correction date of answer 05/03/2015 answer text <p>The growing instability, increased violence, and increasing presence of terrorist organisations, is a serious threat to Libya’s future. The UK strongly supports the efforts of the Special Representative of the Secretary-General for Libya, Bernardino Leon, and the UN Support Mission in Libya, to resolve the political and security crisis and pave the way for peaceful political dialogue. These negotiations should be pursued urgently, with the aim of laying the foundations for a Government of National Unity that can unite against extremism and bring stability to Libya. In parallel we are working with Libya and the international community to understand if there is more we can do now to tackle the increasing terrorist threat. Following a recent comprehensive review of all our programming activity in Libya, we have refocused our programme portfolio, providing support for political settlement efforts as the best long-term solution to the current conflict. The IAEA Director General’s 7 November report confirms that Iran continues to abide by its commitment under the Joint Plan of Action (JPoA) not to make further advances on the Arak reactor for the duration of the JPoA.</p><p>Access for the IAEA to Parchin remains an important but unfulfilled step. The 7 November IAEA report reiterates that clean-up activities at the site are likely to have undermined the Agency’s ability to conduct effective verification, however it is imperative that Iran provides access as the Agency continues to request. This support includes the provision of significant financial resources, military equipment and training, in contravention of UN Security Council Resolution 1747, which prohibits the export of weapons by Iran. The effects of the EU Hamas listing, including asset freezes, remain in place. We are studying the detail of the judgment carefully, and will work with partners to ensure that the Hamas listing at the EU is maintained. Hamas’ military wing has been proscribed in the UK since 2001 under separate UK legislation. Since 2011, the UK has also funded much practical support to Libya. The current focus is on contributing to UN political settlement efforts through the Prime Minister's Special Envoy to the Libyan Political Transition, Jonathan Powell. answer	answer is ministerial correction date of answer 06/01/2015 answer text <p>The UK lobbies countries that are not signatories of the 1980 Hague Convention to sign it. Cases involving non-Hague convention signatories are much harder to resolve and parents often face lengthy and expensive court proceedings abroad to try to facilitate their return.</p><p>Whilst the FCO cannot interfere in another country’s judicial process, where due process is not being followed, or cases take a disproportionately long time to resolve, we raise this with our appropriate counterparts.</p><p>There are a number of steps that parents can take if their child is taken overseas without their consent.
