answer	answer is ministerial correction date of answer 25/04/2016 answer text <p>16 January 2016 marked Implementation Day of the Iran nuclear deal which, along with the subsequent lifting of international sanctions, has the potential to represent a new era in Iran’s relationship with the wider world. Since the Foreign Secretary reopened our Embassy in August 2015, significant progress has been made in developing the bilateral relationship between the UK and Iran. We welcomed Foreign Minister Zarif to London on 4 February 2016, in what was the first bilateral visit of an Iranian Foreign Minister since 2003. The ISSG Humanitarian Task Force meets on a weekly basis to push for increased access across Syria, in line with relevant Security Council Resolutions. We have been pushing hard through these discussions for humanitarian access to be granted to all besieged and hard to reach places in Syria, including Madaya. As a result, humanitarian convoys have reached 11 besieged areas, including Madaya - several inter-agency convoys have reached a total of 150,000 people in besieged areas. This is out of a total of 487,000 people in besieged areas.</p><p>However, progress is too slow. More needs to be done to provide for all those in need in Syria. We are also deeply concerned by reports of civilian deaths in Madaya because their medical evacuations were blocked. We have provided life-saving equipment, including communications, medical and logistics equipment, and equipment to protect against chemical weapons attacks to the moderate Syrian opposition.</p><p>The Government is satisfied that extant licences for Syria are compliant with the Consolidated EU and National Export Licensing Criteria and EU restrictions on the provision of goods to Syria. A licence will not be issued, for any country, if to do so would be inconsistent with any provision of the mandatory Criteria. This is voluntary guidance to British businesses, available free of charge on GOV.UK. The guidance is regularly reviewed and updated if necessary. The OBR service is routinely promoted as part of officials’ outreach work with businesses and trade promotion agencies and partners.
