answer	answer is ministerial correction date of answer 06/03/2019 answer text <p>The Government has set out a unilateral offer to protect the rights of EU citizens living in the UK in all scenarios, and has been urging all Member States to do the same for UK nationals living in their countries.</p><p>Despite the welcome progress made by some Member States to protect the rights of UK nationals in their countries, there are other areas where the offer to UK nationals falls short, particularly in relation to healthcare. This is why the Government supported the objective of the Costa amendment on the 27 February, as a ring-fenced agreement would achieve our aim of providing certainty to citizens whatever the outcome of negotiations. The Government is now writing to the EU institutions seeking clarity on their position in regards to ring-fencing the citizens’ rights part of the Withdrawal Agreement.</p><p>If a joint UK-EU commitment to ring-fence citizens cannot be achieved, protecting the rights of UK nationals in the EU would, in a no deal, ultimately be a matter for the EU and individual Member States. We are urging them to take all necessary measures to do so. Officials in the Department for Exiting the EU and the Department for Education have met with the EUI to hold discussions to explore options to provide continuity and ensure UK students at the EUI can complete their studies.</p><p>Should Parliament approve the deal the Prime Minister has negotiated with the EU, the UK will continue to apply the terms of the EUI Convention for the duration of the implementation period. The UK’s rights and obligations under the Convention would continue during that period, in accordance with the Withdrawal Agreement. The Political Declaration sets out that we will establish general principles, terms and conditions for UK participation in EU programmes in areas of shared interest, and wider dialogues to allow us to share best practice and act together in our mutual interest. After 29 March 2019, the United Kingdom will cease to be a Member State of the European Union and, as such, the UK’s membership of the EUIC will automatically cease. answer	answer is ministerial correction date of answer 22/02/2019 answer text <p>The UK pushed hard in negotiations to include the right to stand and vote in local elections for UK nationals living in the EU, and EU citizens in the UK, but they will not be included in the Withdrawal Agreement as the Commission said it was out of scope.</p><p>The Government has made clear that we will pursue bilateral arrangements with individual Member States. Ministers have written to all member states to offer bilateral agreements on local voting rights.</p><p>We have now reached an agreement with Spain that will secure the rights of UK nationals living in Spain, and Spanish citizens living in the UK, to stand and vote in local elections. In most cases we anticipate that repatriated EU functions can be absorbed by UK departments and existing public bodies.</p><p>The Government has previously announced three new agencies; the Trade Remedies Authority; an independent and statutory body holding government to account for the environment; and an independent authority for monitoring the implementation and application of the citizens' rights provisions of the withdrawal agreement.
