Issues relating to tax treaties are a matter for Her Majesty’s Revenue and Customs.</del></p><p><ins class="ministerial">The Department’s Director General for Policy and Global Programmes attended the pre-replenishment meeting of the Global Fund in Tokyo, at which he urged all countries to contribute their fair share to the 2017-2019 Global Fund replenishment to support the delivery of the global goals.</ins></p> more like this

answer text <p>In 2012 the UK Government set a target of reaching 60 million people in the developing world with one or more water, sanitation or hygiene (WASH) interventions by the end of 2015. The Department for International Development (DFID) delivered a range of WASH programmes in 19 countries through its network of country offices. In addition DFID ran 2 regional programmes and 4 centrally managed programmes from DFID HQ.</p><p>The target was achieved 9 months early in April 2015.</p><p>More detailed information on individual WASH programmes that contributed to meeting this target is available through the development tracker function <a href="https://devtracker.dfid.gov.uk/sector/3" target="_blank">https://devtracker.dfid.gov.uk/sector/3</a> on the DFID website.</p><p>We are currently formulating our new portfolio to deliver on the UK government’s commitment to help a further 60 million people get access to clean water and sanitation by 2020.</p> more like this

answer text <p>The UK played a key role in creating a set of Global Goals that are universal and inclusive and is committed to championing the goals. Delivering Global Goal 3, to “ensure healthy lives and promote well-being for all”, will instruct the health support we provide, with priority given to ensuring that poorer, harder to reach populations achieve better access to good quality essential services. DFID’s ongoing Bilateral Aid Review (BAR) and Multilateral Aid Review (MAR) will ensure we allocate our budget in the right places and in the right way, based on solid evidence, to contribute to the delivery of the Global Goals and to achieve our manifesto commitments.</p> more like this

answer text <p>The UK has been at the forefront of global efforts to ensure the World Health Organisation (WHO) has the funding, expertise and systems to respond to emerging disease threats like Zika, and is the second largest national funder of WHO. The Department for International Development made a discretionary contribution of £14.5 million to WHO in 2015, alongside the Department of Health meeting the UK’s £15 million commitment to WHO core funding. The UK has also provided political and technical support to strengthening the organisation and its preparedness. As part of the UK effort to strengthen global health security DFID contributed an additional £6.2 million to WHO’s contingency fund for emergencies which can be used for the management of Zika.</p><p>Affected countries are working closely with the Pan American Health Organisation (PAHO) which serves as the Regional Office of the World Health Organisation. PAHO and governments across the region are issuing information on the emerging Zika infection and are advocating for increased vector control activities. DFID will keep under review its support to countries affected by Zika viral infections and along with other Government Departments we have welcomed the WHO emergency committee statement issued on Monday 1<sup>st</sup> February. DFID is monitoring the risk posed by Zika through our early warning work, through DFID’s advisers in the region, and by keeping abreast of the evidence.</p><p> </p>

answer text <p>The UK Government is extremely concerned by the ongoing political unrest in Burundi, and its humanitarian consequences, including the flow of Burundian refugees to neighbouring countries.</p><p>The UK is the second largest bilateral donor to the regional appeal, after the US. DFID is providing £14.25 million to support the relief efforts for refugees fleeing to Tanzania, the majority of which will be channelled through UN agencies (UNHCR and WFP). DFID is providing a further £3.9 million for the refugee response in Rwanda through both the UN and NGOs. This funding will be used by UN agencies and international NGOs to provide life-saving basic services to vulnerable populations, including full food rations.</p><p>Additionally, DFID’s preparedness programme (started in 2014) has enabled UNICEF and WFP to prepare to assist up to 10,000 people in Burundi and to stockpile high energy biscuits for 45,000 people in Rwanda. The programme also helped UNOCHA strengthen humanitarian coordination in Burundi. DFID has provided technical support, in the form of secondment of experts, to support UN agencies working in Burundi.</p><p>The START network (a consortium of international NGOs), which is supported by DFID, has released £442,327 in Burundi, £275,281 in Rwanda, £430,203 in Tanzania, and £330,000 in the DRC in support of the humanitarian response.</p><p>The UK Government supports the process of opening consultations with the Government of Burundi, as provided for by Article 96 of the ACP-EU Partnership Agreement, to encourage the Burundian Government to make the right choices for the citizens of Burundi and bring stability to Burundi.</p><p>DFID will continue to monitor the situation closely with the FCO, and may consider additional funding, including within Burundi.</p><br />

answer text <p><strong>Draft answer </strong></p><p>The UK is one of the biggest bilateral donors to basic education in low income countries. DFID has bilateral education programmes in 21 Low Income Countries, some of which are fragile or conflict affected. Between 2010 and 2015 DFID supported 11m children in school across these 21 countries. DFID has again pledged, in our manifesto commitments, to support 11m girls and boys with a decent education between 2015 and 2020. Through our flagship £355 million Girls’ Education Challenge we will enable up to 1 million of the world’s most marginalised girls to benefit from an education of sufficient quality and transform their lives, including countries such as Somalia, South Sudan and Nigeria.</p><p>DFID is supporting improvements to how the international community provides education in emergencies, including leadership to establish the ‘No Lost Generation’ Initiative to provide over 251,000 Syrian children with education inside Syria and in the region. At the Conference on Supporting Syria and the Region that will be held in London this week, we want the international community to agree a new goal that all Syrian refugee children and affected host country children are in education – formal school or non-formal – by the end of 2016/17. At the Conference our ambition is that international donors, governments from countries in the region hosting refugees, non-governmental organisations and the private sector come together to agree a set of reciprocal financial and policy commitments. This will be a new model for providing education to children in a protracted crisis.</p><p>DFID is also financing, with partners, a technical design process for a new Global Platform and Financing Facility for education in emergencies to improve how education is delivered globally in crisis. It is envisaged that this new Platform will be launched at the World Humanitarian Summit in May.</p>

answer text <p>Last year the World Health Organisation (WHO), in their Mental Health Atlas 2014, indicated that levels of public expenditure on mental health are very low in low and middle-income countries (US$2 per head of population) and falls far below levels estimated for high-income countries (over US$50 per head of population). answer text <p>The UK’s health focus in developing countries is on improving the provision of basic health services for the poor by supporting health system strengthening, health worker capacity and access to essential medicines. Increasing coverage, equity, access and quality will strengthen health services to address all health problems including non-communicable diseases, like mental disorders and dementia.</p><p>DFID is helping countries to make fairer, transparent and evidence-based decisions about how to set priorities and allocate resources in health. We are also funding programmes that are directly supporting work on mental health, such as under our Health Partnership Scheme and to Ghana’s Health Sector Support Programme. answer text <p>In total, DFID reached over 62 million people with water, sanitation and/or hygiene in the five years to 2014/15. We are currently formulating our new portfolio to deliver on the UK government’s commitment to help a further 60 million people get access to clean water and sanitation by 2020. All DFID nutrition programmes are based on an assessment of the causes of malnutrition, including the role that lack of clean water and poor sanitation and hygiene plays in making children ill and therefore increasing risk of malnutrition.</p><p>DFID’s approach on agriculture for the coming years is set out in detail in the new DFID Conceptual Framework on Agriculture (<a href="https://www.gov.uk/government/publications/dfids-conceptual-framework-on-agriculture" target="_blank">https://www.gov.uk/government/publications/dfids-conceptual-framework-on-agriculture</a>). The Conceptual Framework focusses on the role of agriculture in supporting inclusive economic growth and poverty reduction, food and nutrition security and environmentally sustainable food production. This addresses key considerations on water.</p><p>DFID supports a range of social protection programmes, with a strong focus on social transfers. The transfers are non-contributory, regular and predictable grants to households or individuals, in cash or in-kind. They help poor and vulnerable people to increase their food consumption and diversify their diets, meet the costs of sending children to school, pay for health services, and meet other basic needs such as clothes, shelter, clean water and soap.</p><p>DFID provides access to water, sanitation and hygiene in schools through a range of programmes. Several projects under the Girls' Education Challenge (GEC) are implementing water and sanitation activities as part of their education initiatives. These activities include the construction and/or upgrading of toilets or other sanitation facilities, as well as communication and behaviour change activities to improve hygienic practices. Under this programme, Health Poverty Action (HPA) have constructed Eco-san toilets and girls’ changing rooms and Eco-Fuel have built disabled toilets in school to accommodate girls with disabilities.</p>
