Many government grants are not ring-fenced, leaving local authorities to determine how much is spent on different services. <br> <br> However, the Government has provided specific funding to councils for adult social care in recent years, most noticeably through the improved Better Care Fund which was supplemented by the additional £2 billion announced at Spring Budget 2017. This includes an additional £2 billion of funding in England, as announced at the Spring Budget 2017. One of the three purposes of this funding was to reduce pressures on the NHS, including supporting more people to be discharged from hospital when they are ready and we know local authorities are putting resources into this. However, performance is not just about money, and considerable variation remains across the country.
