answer text
The Government remains firmly committed to tackling all forms of child sexual abuse online and in our communities across the UK and internationally. Our approach is underpinned by the Tackling Child Sexual Abuse Strategy which sets out firm commitments to drive action across the whole system.

The law in the UK is very clear with regards to production of child sexual abuse material. It is an offence to produce, store, share or search for any material that contains or depicts child sexual abuse, regardless of whether the material depicts a ‘real’ child or not. This prohibition also includes pseudo-imagery that may have been computer-generated.

Home Office investment supports the National Crime Agency to use its unique capabilities to disrupt the highest harm offenders, safeguard children and remove the most horrific child sexual abuse material from the internet, including on the dark web.

The Government not only works closely with law enforcement but also child protection agencies to develop a robust assessment of the threat posed by child sexual offenders and therefore create technological and legislative solutions to target offenders and safeguard children.

It is not only the duty of the government to take this threat seriously, but also that of the technology companies that utilise Artificial Intelligence. They must incorporate safety measures to ensure their technology cannot be exploited by child sexual offenders.

That is why this Government is currently driving forward the Online Safety Bill which seeks to make the UK the safest place in the world to be online. The Online Safety Bill will, for the first time, place clear legal duties on technology companies to take proactive steps to identify, remove and prevent users encountering illegal content, including child sexual abuse content from platforms/services. This includes AI-generated child sexual abuse content. Companies who fail to fulfil their legal duties will be held to account by an independent regulator, Ofcom, who will have strong enforcement powers.

answer text
In April the Prime Minister and Home Secretary announced a package of measures to improve our response to child sexual exploitation, including a new Child Sexual Exploitation Police Taskforce. The Police Taskforce will help improve how the police investigate child sexual exploitation, providing practical, expert, on the ground support for forces on all forms of child sexual abuse, with a particular focus on complex and organised child sexual exploitation, including grooming gangs.

Through the Government’s Drug Strategy, we are bolstering our flagship County Lines Programme, investing up to £145m over three years to tackle the most violent and exploitive distribution model yet seen.

To strengthen the policing response and prevent grooming by gangs, we fund several national programmes to develop and deliver an effective and victim-focused response to these crimes. This includes the Prevention Programme, delivered by The Children’s Society, which works with a range of partners across the statutory, charitable and private sectors, to tackle and prevent child sexual exploitation, child criminal exploitation, child financial exploitation and modern slavery, both nationally and regionally.

The Government also funds the Vulnerability Knowledge and Practice Programme which identifies and shares best practice across police forces, the Tackling Organised Exploitation Programme which helps police to uncover more of this offending, as well as a range of officer training programmes across all ranks to improve their confidence and capability to investigate these crimes. The Government’s Child Exploitation Disruption Toolkit was also re-developed and updated in September 2022 to provide frontline agencies and all those who engage with children further knowledge on how these abhorrent crimes can be disrupted.

answer text
The Home Office is leading the cross-government approach to understanding and tackling spiking in England and Wales. In 2021, the then Home Secretary asked the National Police Chief's Council to urgently review and coordinate the national policing response to spiking. Since then:

Spiking has been incorporated into the Government's communications campaign to tackle violence against women and girls, known as 'ENOUGH'. This includes providing important information about the crime on the campaign website and signposting victims to support services.

We have worked closely with the Festivals and Outdoor Events sector to ensure the safety of the public at summer events, ensuring that sufficient protocols, training, communications, and guidance was in place for event organisers, the police, security personnel and audiences.

Government have supported Universities UK to provide guidance to universities on spiking published ahead of the Autumn 2022 term and the ‘freshers’ period. We provided further communications on spiking to local authorities and supported NPCC targeted communications.

The Police have produced a forensic strategy and have worked with the forensic provider Eurofins to develop an accredited, rapid testing capability, enabling law enforcement to better support victims, and also build our understanding of what drugs are being used and how common they are. The Home Office has provided £70,000 in additional funding to enable the police to submit an additional 200 samples through the accredited process.

This is just a snapshot of action being taken to address spiking and the Home Secretary will be publishing a report on the nature and prevalence of spiking, and action that government has taken, and will take, to tackle it. This report is now expected to be published following the May local elections.

answer text
Domestic abuse is a horrific crime and improving the response to domestic abuse is a key priority. As highlighted in the Tackling Domestic Abuse Plan 2022, we want to make it easier for victims to ask for help and report crimes.

It is important that victims know domestic abuse will be taken seriously. Significant progress has been made by the National Police Chiefs Council and College of Policing since the 2021 HMICFRS report on policing of VAWG, including a Framework standardising a policing focus on prevention, action to pursue perpetrators and help build women’s trust in policing.

To further strengthen the police response to disclosures of domestic abuse, we have committed up to £3.3 million up to 2025 to bolster and encourage the uptake of the Domestic Abuse Matters training in police forces. And VAWG (including domestic abuse) has been added to the Strategic Policing Requirement (SPR), meaning it is set out as a national threat for forces to respond to alongside other threats such as terrorism, serious and organised crime and child sexual abuse.

To make it easier for victims to ask for help in their local communities, we are now piloting the Ask for ANI (Action Needed Immediately) codeword scheme in 18 Jobcentres across the UK. The scheme has been available in participating pharmacies since January 2021. A postcode checker has been published on GOV.UK where victims can check for their nearest Ask for ANI location.

answer text
The Government remains committed to supporting all victims of domestic abuse, regardless of sex.

The commitments set out in the Tackling Violence Against Women and Girls (VAWG) Strategy and Tackling Domestic Abuse Plan apply to all victims of these crimes, including male victims. These documents aim to transform the whole of society's response to these crimes with actions to prevent abuse, pursue perpetrators, and support victims.

We do understand that there are specific challenges that male victims of domestic abuse face. We published the refreshed Supporting Male Victims policy document in 2022, which strengthens the government's response to male victims and includes information on the myths and stereotypes that can act as a barrier to reporting for male victims.

Whilst the Government fully acknowledges the range of barriers many male victims face, we encourage all victims to report incidents to the police, so perpetrators can be brought to justice. We also recognise that it is important for all victims to have confidence in policing. To support policing, we are:

· Providing up to £3.3 million to fund the rollout of Domestic Abuse Matters training to police forces which have yet to deliver it, or do not have their own specific domestic abuse training.

· Published updated guidance on the Domestic Violence Disclosure Scheme (DVDS), which enables the police to disclose information to a victim or potential victim of domestic abuse about their partner's or ex partner's previous abusive or violent offending.

In the Domestic Abuse Plan, we committed to a Home Office review into closed VAWG cases that have outcome 15 of 16 (evidential difficulties prevent further actions or victim does not support police action or withdraws support) to identify opportunities for improvements in the way these are used.
