answer text <p>The Health and Safety Executive (HSE) has been proactively engaged with duty holders over the last five years to ensure that they have effective management of Safety and Environment Critical Element (SECE) maintenance and inspection backlogs.</p><p> </p><p>In 2022 HSE wrote to 43 duty holders operating 193 production installations requiring them to provide details of SECE maintenance backlogs and the action proposed by the duty holder to manage the backlog. It is for the duty holder to identify the risk and allocate a budget and staffing levels proportionate to the risk, therefore HSE does not hold any data on the budgets and staffing levels of duty holders.</p><p> </p><p>Where HSE interventions identify concerns with the duty holder’s arrangements, enforcement action is taken in line with HSE’s Enforcement Management Model.</p> more like this

answer text <p>The Health and Safety Executive (HSE) has completed Process Safety Leadership interventions at CNR International (UK) Ltd and BW Catcher Offshore (UK) Ltd.</p><p>At CNR the intervention identified integrity management deficiencies at its installations for which an improvement notice was served. Other non-compliance issues were identified and have been confirmed in a letter to CNR and will be followed up.</p><p>At BW five non-compliance issues were identified and have been confirmed in writing to the duty holder and will be followed up.</p><p>A Process Safety Leadership intervention is currently in progress with Perenco UK Ltd. It has identified maintenance management deficiencies for which an improvement notice has been served, and other issues identified, which were confirmed in a letter to Perenco and will be followed up. The intervention will be completed when HSE’s team has met with Perenco’s leadership to learn of their plans to improve their performance in relation to the findings and the underlying causes.</p><p> </p><p>A Process Safety Leadership intervention has commenced at Shell, but its conclusions have not been finalised.</p>

answer text <p>In March 2021 Offshore Energy UK (OEUK) arranged a workshop involving representatives from North Sea operators, Suppliers, the Health and Safety Executive (HSE) and the Department for Business, Energy and Industrial Strategy (BEIS) to discuss the increasing trend of maintenance backlogs within the offshore sector. This became the Maintenance Backlog Working Group (MBWG). The terms of reference are given in Appendix B of OEUK’s published guidance “<a href="https://oeuk.org.uk/product/maintenance-backlog-measurement-interpretation-and-management-guideline-issue-01-march-2022/" target="_blank">OEUK’s Maintenance Backlog Measurement, Interpretation and Management Guideline</a>”. During the coronavirus pandemic it was determined that the MBWG should be the principal asset integrity focus, and it is now part of the Asset Integrity Task Group (AITG).</p><p> </p><p>The AITG has met twice in 2022 with another meeting planned for 30 November 2022.</p><p> </p><p>Duty holders represented on the AITG are BP, Petrofac, CNOOC, Repsol Sinopec, EnQuest, Serica, Equinor, SRCN Solutions Ltd, Harbour Energy, Shell, Ithaca, Spirit Energy, Neptune Energy, TAQA, ODE Asset Management, TotalEnergies, Perenco and Wood.</p>
