answer text <p>Budget 2018 announced a two-year business rates discount of one third for small retailers. As set out in the published guidance, the government considers retail to mean properties being used as shops, cafes, restaurants, and drinking establishments. It will be for local authorities to implement the discount and decide whether properties are similar in nature to those listed as eligible in the guidance. Music venues will only be eligible where they are similar in nature to those properties listed as eligible.</p><p> </p><p>This discount is part of Our Plan for the High Street, a £1.5bn support package. All ratepayers are benefitting from recent wide-ranging reductions to business rates; in total, cuts announced since Budget 2016 are worth more than £13bn to businesses over the next five years.</p> more like this

answer text <p>Further to my response on 9 January 2019 to PQ 205403, daily take-up during this pilot stage has now increased to over 100 businesses a day, in line with initial expectations. There are currently over 4,000 businesses in the pilot. This is enabling HMRC to test the service fully for all business types. HMRC informed stakeholder groups of the numbers participating in the pilot by email on 10 January.</p><p> </p><p>HMRC is also continuing to issue letters to all businesses in scope inviting them to join early, alongside a range of other communications activity. HMRC’s assessment is that progress with testing and take-up remains on track to mandate the service from April 2019, and support all businesses in scope to join the service in time for their first VAT return due after that date.</p><p> </p><p>HMRC continues to work with a wide range of business groups, agents and software providers to support business readiness for this change.</p><p><strong> </strong></p> more like this

answer text <p>The HMRC Customer Protection Team is responsible for reporting known cases, requesting removal of suspicious websites and raising awareness among the general public of how to identify scams and avoid becoming victims of fraud. HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations into the most serious fraud and wrongdoing. FIS ensures that HMRC has an effective approach to tackling the most serious tax evasion and fraud.</p><p>Precise data is not held by HMRC in regard to convictions or European Arrest Warrants specifically relating to the sending of suspicious (i) e-mails, (ii) text messages and (iii) phone calls asking for personal information or threatening a lawsuit. HMRC works with law enforcement partners in the UK and internationally, and some individuals responsible for these communications have been arrested and charged by partner agencies, but precise figures are not held. Where sufficient intelligence exists to identify those responsible for such communications, HMRC will pursue a criminal investigation where appropriate</p><p> </p><p>Data security is one of HMRC’s top priorities and the department maintains appropriate skills and capabilities to assess and manage cybersecurity risks. answer text <p>The National Audit Office (NAO) report concerns one organisation’s use of personal service companies over the last two decades, concluding with its experience of implementing the April 2017 reform of the off-payroll working rules in the public sector. The report does not comment on the off-payroll working rules themselves.</p><p> </p><p>The off-payroll working rules ensure that individuals who work through their own personal service company, and would have been an employee had they provided their services directly, pay broadly the same tax and National Insurance contributions (NICs) as other employees. answer text <p>The Government remains committed to applying a zero rate of Value Added Tax (VAT) to women’s sanitary products in the UK at the earliest opportunity.</p><p> </p><p>In January 2018, the European Commission brought forward a legislative proposal to enhance Member States’ flexibility to apply reduced and zero rates of VAT. This proposal remains under discussion in the EU and, if it is agreed by Member States, would give the UK the legal ability to zero rate women’s sanitary products.</p><p> </p><p>The Romanian Presidency has stated its intention to progress negotiations on this proposal during its current term.</p> more like this

answer text <p>From April 2019, only businesses with a turnover above the VAT threshold (currently set at £85,000) will be mandated to use MTD system and then only to meet VAT obligations. Businesses with turnover below the VAT threshold will not be required to use the system but can choose to do so. Government will not widen the scope of MTD to other taxes before the system has been shown to work. Government will formally consult before any decision to proceed with MTD for Corporation Tax.</p><p> </p> more like this
