answer text <p>The Government is clear that we must tackle the practice of 'land banking', where developers buy up land and leave it undeveloped for years, with no sign of building work taking place.</p><p>It is completely wrong that land with planning permission is left idle and undeveloped, with developers waiting for prices to rise and putting the profits of investors above the needs of local communities and families, who are deprived of desperately needed housing.</p><p>Through the Levelling Up and Regeneration Bill, we will be taking new powers to fix ‘land banking’ and slow build out.</p><p>First, the Bill will make developers commit to a build out trajectory and report annually to councils on their progress so they can be held directly to account. Second, when builders have missed their deadlines, our new streamlined approach to commencement notices will mean that councils can compel developers to ‘use or lose’ the permission. Third, councils will have new powers to block planning proposals from builders who fail to deliver.</p><p>Together, these measures will tackle slow build out - making sure that the market provides the new homes that communities need, rather than only lining the pockets of developers and investors.</p>

answer text <p>The Government recognises that differences in tax treatment for individuals across employment forms can have a fiscal impact and affect how people and businesses choose to provide or take on labour.</p><p> </p><p>Good progress has been made in ensuring different forms of labour are taxed more consistently by, for example, addressing non-compliance with the off-payroll working rules, also known as IR35, which are designed to ensure that individuals working like employees but through their own company, usually a personal service company, pay broadly the same Income Tax and National Insurance contributions as those who are directly employed.</p><p> </p><p>The Government announced a 1.25 percentage point increase in all dividend tax rates alongside the Health and Social Care levy, to ensure that those with dividend income make a contribution on that income in line with the contribution made by employees and the self-employed on their earnings.</p><p> </p><p>The Government continues to keep all aspect of the tax system under review and any decisions on future changes will be taken as part of future fiscal events and in the context of wider public finances.</p>

answer text <p>A zero rating of VAT on domestic fuel is not targeted. To support households with the rising cost of living, the Government is providing over £15 billion of additional support, targeted particularly on those with the greatest need. This package builds on the over £22 billion announced previously, with Government support for the cost of living now totalling over £37 billion this year. This support is more generous than a VAT cut on domestic fuel and power and it provides targeted support to those who need it.</p> more like this
