answer text <p>The National Infrastructure Commission (NIC) will examine strategic transport infrastructure when it conducts its first National Infrastructure Assessment.</p><p> </p><p>The Chancellor, together with the NIC, has launched a call for ideas to give stakeholders an opportunity to contribute their ideas for issues which could form the subject of future NIC studies. This process will help us ensure the NIC is focused on the country’s most critical infrastructure challenges.</p> more like this

answer text <p>The government takes this issue very seriously.</p><p> </p><p>The government will introduce measures to strengthen investor protection when it transposes the Markets in Financial Instruments Directive II (MiFID II).</p><p> </p><p>This will include powers for the Financial Conduct Authority (FCA) to prohibit or restrict the marketing, distribution or sale of financial instruments, including relevant binary options where there are significant investor protection concerns.</p><p> </p><p>These powers will apply from 3 January 2018.</p> more like this

answer text <p>The estimated proportion of Official Development Assistance (ODA) to be spent by Departments other than the Department for International Development based on the Spending Review 2015 settlement is 18% in 2016/17. The other departments spending ODA (including allocations from cross-Government funds) are: the Department of Health; the Department of Business, Energy &amp; Industrial Strategy; the Foreign &amp; Commonwealth Office; the Department for Energy, Food &amp; Rural Affairs; HM Revenue &amp; Customs; HM Treasury; the Office of National Statistics; the Department for Education; the Department for Work and Pensions; Department for Culture, Media &amp; Sport; the Ministry of Defence; the Department for Transport; and the Home Office.</p><p> </p><p>Outturn figures are not yet available, but a detailed breakdown of the 2016 ODA spend by department will be published in April 2017.</p><p> </p> more like this

answer text <p>The allocation of Official Development Assistance (ODA) funding was agreed at the 2015 Spending Review in line with the strategic objectives set out in the UK aid strategy. Departments spending ODA are required to demonstrate how they are using rigorous evidence to underpin spending decisions. There must be clear lines of accountability for all ODA projects, and project performance must be regularly assessed. Poor performing programmes will be closed and funds redeployed. In addition, all ODA spend is subject to scrutiny by the Independent Commission for Aid Impact.</p><p> </p><p>Spending on ODA is also subject to the principles of sound financial management set out in ‘Managing Public Money’. Within these constraints departments have discretion over how they organise, direct and manage the resources at their disposal.</p> more like this

answer text <p>The establishment of an enterprise zone in Northern Ireland is a matter for the Northern Ireland Executive.</p><p> </p><p>In the 2013 economic pact between the UK government and the Northern Ireland Executive, ‘Building a Prosperous and United Community’, we agreed to consider designating a range of sites within any Northern Ireland Enterprise Zone as designated areas for Enhanced Capital Allowances, should the Executive propose them.</p><p> </p><p>This year, we delivered the necessary legislation to provide for Enhanced Capital Allowances in the Executive’s pilot Coleraine Enterprise Zone.</p> more like this
