answer	answer is ministerial correction date of answer 20/01/2015 answer text <p>I have made no formal assessment of the effectiveness of the Portable Antiquities Scheme. The Portable Antiquities Scheme, through its network of Finds Liaison Officers, does an outstanding job in encouraging the voluntary recording of archaeological objects found by members of the public. Since 1997 more than one million finds have been recorded in this way and made publicly available online through the Scheme. The Scheme also has an important educational role and allows children and adults alike to learn about archaeology, get involved, and discover the past. The Scheme is managed by the British Museum and funded through DCMS’s grant-in-aid to the British Museum, with local partner contributions. Steps have been taken to tackle the problem through publication of the first ever Nuisance Calls Action Plan on 30 March 2014: <a href="https://www.gov.uk/government/news/nuisance-calls-action-plan-unveiled" target="_blank">https://www.gov.uk/government/news/nuisance-calls-action-plan-unveiled</a>. This set out in detail our achievements to date, work underway and proposed actions for the future, which included both legislative and non-legislative measures. This includes having consulted between 25 October and 6 December 2014 on our proposal to lower or remove the legal threshold to improve the ability of the Information Commissioner’s Office (ICO) to issue monetary penalties. The quicker people take up services in the areas delivered with public funding, the quicker funding is returned for reinvestment by the supplier; we therefore launched an £8 million national marketing campaign to raise awareness. This investment will also see universal coverage of basic broadband (2Mbps). There is no spend specifically to provide download speeds of 10Mbps.</p><p> </p><p>BDUK has spent a total of £254.33m to the end of December 2014 on rolling out Superfast Broadband.
