answer text <p>Health Education England’s Induction and Refresher (I&amp;R) Scheme gives general practitioners (GPs) who have retired the opportunity to return to general practice. The scheme is also open to those who have taken a career break or spent time working abroad.</p><p> </p><p>On 6 October 2016, NHS England set out the latest measures it is implementing to help general practice cope with increasing demand, boosting GP numbers and tackling burnout as part of the <em>General Practice Forward View</em>, a copy of which is attached. This includes increased financial support, increased practical support and making the process more flexible. For example, working to develop a national framework so that suitably qualified and experienced doctors can be added to the Medical Performers List without the need to complete the I&amp;R process.</p><p> </p><p>On completion of the I&amp;R Scheme, GPs may take up a post as a salaried general practitioner. There are model terms and conditions of service for a salaried general practitioner, a copy of which is attached.</p>

answer text <p>The latest statistics, published on 27 September, as at 31 March 2016, show that the total full time equivalent general practitioners (GPs), including locums was 34,914, an increase of 323, compared to September 2015.</p><p>The same statistics showed that on 31 March 2016, there were 601 locums recorded as working in GP practices on that one day. On the day of 30 September 2015, 537 locums were recorded working in GP practices.</p><p>Locum doctors cover a variety of roles, including vacancies and absences such as maternity, training and annual leave. Not all practices completed returns or provided detailed information on the type of GP that was working in the practice, on either 30 September and/or 31 March, which means that it is not possible to compare the data of September 2015 and March 2016.</p><p>The data that NHS Digital publish on the general practice workforce is labelled provisional, experimental statistics, as they use a new methodology/data set and collection vehicles. These statistics replace the traditional GP census. The new data set, introduced in September 2015, collected information on locum doctors for the first time.</p>

answer text <p>Health Education England’s (HEE) mandate sets out the Government’s strategic priorities for workforce planning, education, training and development in the health and public health system. These objectives and priorities are published on an annual basis. Officials are currently discussing the next HEE mandate.</p><p> </p><p>Within their three year training programme, about half of all General Practitioner (GP) trainees undertake a dedicated hospital placement in paediatrics. In addition, there are various initiatives around the country to increase access to child health training. These include clinics jointly staffed with paediatric and GP trainees, paediatric outreach clinics and multi-disciplinary meetings in GP surgeries led by paediatric consultants. A variety of e-learning, including the MindEd package – a free educational resource on children and young people’s mental health, is available.</p><p> </p><p>It is the responsibility of the General Medical Council (GMC) to set the standards and outcomes for the education and training of doctors and to approve training curricula to ensure newly qualified doctors are equipped with the knowledge, skills and attitudes to provide high quality patient care. HEE will work with bodies that set curricula such as the GMC and the Royal College of General Practitioners to seek to ensure general practice training meets the needs of patients.</p><p> </p><p>The independent Cancer Taskforce published its report, Achieving World-Class Cancer Outcomes in July last year, which recognised the importance of earlier diagnosis for patients of all ages and contains specific recommendations for children, teenagers and young adults. NHS England has appointed Cally Palmer as NHS National Cancer Director to lead the implementation of a five year Strategy based on the recommendations in the report. Whilst the Taskforce was independent, the Department of Health and all of its Arm’s Length Bodies were represented on it and contributed to development of the Strategy.</p><p> </p><p>NHS England is now developing its work programme to take forward the recommendations in the Strategy. There have been no discussions with Monitor as this falls outside their remit.</p><p> </p><p> </p><p><strong> </strong></p><p><strong> </strong></p>
