answer text <p>The Government is committed to using existing mechanisms of land value capture as effectively as possible. We have recently introduced major reforms to the planning rulebook to help local authorities capture land value for affordable housing, and make sure developers know the contributions expected of them. At Autumn Budget we also announced further reforms to improve the existing system of developer contributions. The key objectives of these reforms are to make the system of developer contributions more transparent and accountable. However, we recognise more needs to be done, and will continue to explore options to go further. Through the Housing and Planning Act 2016 and Neighbourhood Planning Act 2017, the Government has taken forward wide-ranging reforms to make the compulsory purchase process clearer, fairer and faster for all. We are keen to let these recent reforms bed in but will continue to monitor their practical application. We announced at Budget a £10 million fund to support local authorities that want to establish delivery vehicles that have strong land assembly powers, and in the Summer legislated to enable the creation of locally-accountable New Town Development Corporations. We note the report by the APPG on land value capture, the HCLG Select committee has also recently held an inquiry on Land Value Capture and the Government is due to respond to the Committee’s recommendations shortly.</p>

answer text <p>The Community Housing Fund is currently scheduled to close in March 2020, at the end of the current Spending Review period. While the Homes England programme to deliver the Fund outside London was launched relatively recently, I hope that there is still sufficient time for community-led schemes to access funding and deliver housing, although I appreciate that this will be more difficult for very new schemes. All proposals to extend the scheme beyond March 2020 will be given due consideration. Factors that will need to be taken into account in considering any extension are likely to include the value for money being achieved by the Fund and the extent to which it has been successful in increasing the number of community-led housing schemes either completed or in progress.</p><p> </p><p> </p><p> </p><p> </p> more like this

answer text <p>The Building Act 1984 requires local authorities to carry out the building control function unless the person carrying out the building work has chosen to employ an approved inspector as the building control body. A local authority may act as the building control body in respect of work being carried out by or on behalf of the same local authority.</p><p>Local authorities are required by the Building Regulations 2010 to take all reasonable steps to be satisfied that building work complies with all applicable requirements in the Building Regulations whoever is carrying out the building work. The Government has published a set of Building Control Performance Standards to provide guidance to building control bodies on how to avoid any possible conflicts of interest.</p><p> </p><p> </p> more like this

answer text <p>The Government’s large scale tests were conducted to British Standard BS8414, which is a way of demonstrating, for a building over 18m, that a wall system meets relevant Building Regulations guidance. The outcome of these tests showed that four of the cladding systems failed to meet the test criteria.</p><p>The Government expects building owners to fund measures designed to make a building safe and to draw on existing resources to do so. The Government will consider the removal of financial restrictions where financial barriers stand in the way of essential work being done. answer text <p>Since 2006, Building Regulations guidance has provided two approaches to testing materials for use in cladding systems. These are to either test the combustibility of each component or to test them as a system. The recent large-scale tests at Building Research Establishment are in accordance with this second approach. The Government will consider the system of Building Regulations in light of the Independent Review on Building Regulations and Fire Safety, the findings of the Public Inquiry and ongoing work to review building safety. The Government expects building owners to fund measures designed to make a building safe and to draw on existing resources to do so. A decision on financial assistance for social landlords will be determined on the basis of their ability to pay for essential fire safety works, and they should contact the Department or the regulator for social housing to discuss the position.</p> more like this
